Job Description
Group T&O – Credit Administration and Control
Credit Administration and Control provides back office credit processing and credit administration support to credit / business units of the Bank.
Head of Credit Administration and Reporting
Credit Administration and Reporting is a Department reporting to Division Head of Credit Administration and Control. As Head of Credit Administration and Reporting, you will be responsible for the smooth operation of the Department effecting credit compliance, overdue credit verification review, credit facilities excess verification review, covenants compliance review, credit administration as well as group regulatory reporting cum management reporting and smooth delivery of projects affecting the department. Apart from monitoring risk controls and ensuring compliance with the Bank's credit policies and statutory-regulatory provisions, you will be expected to lead and be involved in talent development of the team. You will also champion the operation service model and projects initiatives to constantly seek out improvements for existing and future services and processes to achieve operational excellence.
Responsibilities:
· Lead and manage the processing team which includes credit administration and regulatory-management reporting, operations and projects delivery.
· Responsible for the day-to-day operations and projects of wholesale & retail credit administration and operations as well as processing of group regulatory reporting cum management reporting.
· Demonstrates functional and technical expertise required to perform core aspects of the job.
· Able to formulate system and work processes and process improvements for a holistic approach to operational and projects’ requirements.
· Coordinate with stakeholders to ensure successful delivery of systems, work processes, process improvements and projects’ initiatives.
· Manage projects undertaken by Department in accordance with agreed project terms and ensure successfully implementation within agreed time frame and budget.
· Perform group regulatory reporting (including MAS Notice 757, MAS Notice 637, MAS Notice 643/643A, MAS Notice 656, MAS Top Borrower Group Survey, etc.)
· Perform group-management reporting
· Effect independent review and escalation of overdue credit review
· Ensure the monitoring of Treasury and Credit Facilities exposure are operating within approved Limits.
· Effect independent verification of approval on excesses including MTM excesses.
· Ensure the required security covenants are provided such as insurances, valuation reports are in place throughout the deal lifecycle. Ensure the monitoring of Financial Covenants and Project covenants are properly managed and complied
· Effect independent verification of compliance of post disbursement covenants-credit conditions and escalation of non-compliance-breaches of covenants-credit conditions.
Qualifications:
· Bachelor degree in related discipline.
· At least 12-15 years’ experience in wholesale and retail lending, credit, treasury and trade operational processes and possesses areas of expertise in credit administration, credit operations, regulatory, legal compliance, group regulatory – management reporting and data management.
· Equip with functional and technical expertise required to perform core aspects of the job, including sound knowledge of lending, credit, treasury and trade financing, regulations (including MAS Notice 757, MAS Notice 637, MAS Notice 643/643A, MAS Notice 656, MAS Top Borrower Group Survey, etc.) and legal guidelines.
· Proven track record in managing a sizeable operation team with strong exposure to both retail and wholesale credit lending, and knowledge of relevant application systems.
· Well-developed leadership, communication, interpersonal and organization skills.
· Strong quantitative, analytical, and problem solving skills.
· Sound regulatory knowledge with database management skills including Oracle skills is an advantage.
· Ability to manage multiple initiatives and to work under challenging and demanding circumstances to meet deadlines.
