ResponsibilitiesKey Responsibilities:
Trade Compliance & Regulatory Oversight
- Act as the primary focal point for import and export compliance at site level.
- Ensure compliance with U.S. (EAR, ITAR) and Malaysia Strategic Trade Act 2010 (STA 2010), as well as other applicable regional regulations.
- Maintain up-to-date knowledge of U.S., local, and regional export control and customs regulations impacting site activities.
- Monitor regulatory changes and ensure timely implementation within the organization.
Export Controls & Licensing
- Lead export control classification (ECCN) for hardware, software, technology, equipment, tooling, and data.
- Assess licensing requirements and prepare, submit, and manage export and re-export authorizations (U.S. and local permits including MITI / MCMC).
- Collect and coordinate data required to support export approval applications.
- Ensure compliance with license conditions and record-keeping requirements.
Compliance Programs & Data Protection
- Establish, implement, and maintain export control plans, including Technology Control Plans (TCP) and Internal Compliance Programs (ICP).
- Manage and maintain the MITI Internal Compliance Program (ICP) and ensure audit readiness.
- Coordinate foreign person employee and visitor programs to ensure security of controlled technical data.
- Prevent violations related to exports, re-exports, and release of controlled technology.
Customs & Import Compliance
- Maintain strong working knowledge of customs regulations impacting site operations.
- Ensure proper HS classification, valuation, and country-of-origin determination for imports.
- Oversee Free Industrial Zone (FIZ) operations and subcontractor movements, including temporary exports, returns, and customs suspension schemes.
- Review and approve import and export shipping documentation to ensure regulatory compliance.
Systems, Screening & Operational Support
- Support implementation, maintenance, and effective use of trade compliance systems and tools (e.g. ERP / SAP / GTS).
- Conduct restricted party screening and sanctions compliance checks.
- Support order processing, classification maintenance, and controlled data access controls.
Training, Reporting & Audits
- Provide training and awareness programs on export controls, TCP, ICP, and trade compliance requirements.
- Participate in regular calls with Regional Export Compliance Leaders and provide updates on site activities.
- Support internal and external audits, including ICP audits, gap assessments, and corrective action plans.
- Prepare and submit regular compliance reports to management and relevant authorities
Key Experience & Capabilities:
- Bachelor’s Degree in Business, Law, Logistics, Supply Chain, or a related field.
- 5+ years of experience in trade compliance, export controls, or import/export operations.
- Strong knowledge of U.S. export controls (EAR, ITAR) and Singapore strategic goods controls (SGCA) and customs requirements.
- Experience in export licensing and approval applications.
- Knowledge of aerospace hardware, software, or controlled technologies (preferred).
- Experience working with Singapore Customs, the relevant strategic goods licensing authority (e.g., SCGB), and logistics service providers.
Familiarity with ERP / SAP / GTS systems.
