About the Industry Manpower Development Division
The Industry Manpower Development Division creates and implements solutions to ensure a sustainable cutting-edge workforce to drive current and future growth industries in Singapore. This includes shaping national manpower polices and strategies, developing a conducive education and capability development ecosystem, creating tools and initiatives to enable Singaporeans to seize good job opportunities, access to global talent and build an industry-ready workforce.

You will be responsible for:

  • Development and review of new and existing human capital products, such as training and placement grants for Singaporeans and foreign work pass schemes to facilitate investment and industry development. This is an end-to-end process involving product development, communications, and implementation.

  • Partner, advise and co-develop industry/firm-level solutions with EDB’s industry divisions to address talent and capability development interests and/or needs.

  • Engage and work closely with other government agencies and tertiary education institutions on human capital policies and initiatives.

  • Analyse workforce data and industry trends to facilitate the next bound of policy development and enhancement.

  • Work across multiple project teams within the Industry Manpower Division, thereby gaining a wide range of exposure to different industries and policy options.

To meet the challenges of this role, you should have the following experiences and attributes:

  • At least four years of relevant work experience; preferably exposure to consulting, public policy, capability development, corporate/regional HR experience or related areas

  • Familiarity and interest in the areas of education, training and human capital development would be advantageous

  • A strategic thinker with strong analytical ability; inquisitive, open-minded, and resourceful

  • Self-motivated with a strong work ethic; able to independently deliver outcomes effectively and efficiently

  • Excellent communication and interpersonal skills both written and spoken; including ability and experience in engaging and managing internal and external stakeholders across all levels of seniority

  • Singaporean
