[What the role is]

The Senior Executive/ Manager will oversee the development and implementation of the signature Executive Programmes (EPs) for asatizah* and religious leaders for the Singapore College of Islamic Studies (SCIS). This role involves engaging with partners such as MUIS, PERGAS, Skills and Workforce Development Agency, and various industries for content design and delivery. The Senior Executive/ Manager will also coordinate the evaluation of the EPs for continuous refinements and contribute to committees and workgroups supporting the development of Asatizah and the dissemination of religious content.
(*Asatizah refers to Islamic religious teachers recognised under the Asatizah Recognition Scheme. Besides teaching, they also provide spiritual guidance, thought leadership and religious administration through their roles in institutions such as MUIS, mosques, madrasahs and Malay/Muslim organisations).

[What you will be working on]

1. Develop a long-term plan for EPs as a form of Asatizah development.

2. Lead the development and delivery of the EPs, from conceptualisation through to implementation and review. This may include identifying the niche areas for the programmes and determining the respective target audience.

3. Carry out engagement with partners such as MUIS, PERGAS, Skills and Workforce Development Agency, and industries for environmental scanning, gap analysis and content design and delivery.

4. Coordinate the evaluation of EPs for continuous improvement and continuous refinement, using data and stakeholder feedback to inform programme decisions.

5. Collaborate with relevant units and agencies to support the holistic development of Asatizah, including contributing to broader talent development initiatives.

6. Contribute to committees and workgroups focused on Asatizah development and the dissemination of religious content in MUIS and SCIS.

7. Ensure effective communication and coordination among all stakeholders involved in the EPs, maintaining clear documentation and timely updates throughout the programme lifecycle.

8. Once the programme is at the implementation stage, coordinate the administrative and operational running of programme, including the following:

  • Manage operational logistics to ensure smooth execution of classes, particularly for night sessions.

  • Coordinate with the other units of SCIS on various administrative matters.

  • Develop and implement standard Operating Procedures and automation processes for administrative tasks where possible.

  • Collate and maintain accurate records for programme evaluation and reporting purposes.

  • Liaise with the HR Manager on the hiring and onboarding of trainers and facilitators required for programme delivery, including providing input on required competencies and sourcing needs.

  • Manage programme budgets and work with the Finance Manager on cost planning, tracking, and reporting.

  • Work with the Communications Manager on outreach and communication efforts.

  • Prepare programme reports and updates for senior management and relevant stakeholders.

9. Manage and maintain partnerships with external organisations involved in the delivery of EPs.

[What we are looking for]

  • Tertiary education in any relevant field.

  • Proven experience in programme management, preferably in adult training contexts.

  • Proven experience in curriculum or programme design, including needs analysis and learning outcomes development.

  • Strong networking and collaboration skills, with the ability to engage effectively across government agencies, religious organisations, and industry partners.

  • Excellent communication and interpersonal skills.

  • Ability to evaluate and refine programmes based on feedback and outcomes.

  • Experience working with diverse stakeholders, including religious organisations and educational institutions.

  • Familiarity with the work of Asatizah in the Islamic religious sector, through previous work or community service experiences, would be a bonus.

Successful candidate will be appointed on a contract basis.
