Summary
Senior Quality Engineer resides in the Quality Team within SSQ Department. A Technical Specicalist in aviation quality engineering management and reports to Manager, Quality in supporing new aircraft delivery, vendor management, audits/surveillance. Staff is primarily responsible in inducting new aircraft CPI, aircraft delivery, and aircraft inspection, audits and surveillance. Staff will also provide support to the quality team in terms other quality management system elements.Job Description
Job Responsibilities:
1) NEW AIRCRAFT CPI AND DELIVERY
- Review and Prepare the delivery documents required for new aircraft induction.
- Perform Customer Production Inspection (CPI) during the aircraft production Final Assembly Line (FAL).
- Liaise with CAAS for new aircraft inspection and documentation review.
- Prepare and submit the application for the CoR, CoA, Noise cert and aircraft station license.
- Perform aircraft inspection during customer ground checks, customer acceptance flight and technical acceptance to ensure aircraft condition meets all required design standards during the delivery week.
- Work with delivery team in any other relevant activities pertaining to registration of new aircraft.
- Review and update engineering on non-conformance or deviation from design.
2) VENDOR MANAGEMENT
- Manage contracted vendor for aircraft delivery.
- Assess vendors contracted for aircraft customer production inspection and delivery support.
- Ensure vendors meet regulatory, safety, and OEM-specific requirements before onboarding.
- Oversee vendor execution of customer production inspections, ensuring alignment with aircraft delivery schedules and customer expectations.
- Coordinate with internal teams and vendors to ensure timely and compliant aircraft delivery.
- Monitor vendor adherence to inspection protocols, delivery milestones, and aviation authority regulations.
- Conduct periodic audits and reviews of vendor inspection reports and delivery documentation.
- Act as the primary liaison between vendors, internal delivery teams, and customer representatives.
- Facilitate regular performance reviews and feedback sessions with vendors.
- Address and resolve discrepancies or delays in inspection findings or delivery processes.
- Identify risks in vendor operations and implement corrective actions or contingency plans.
- Drive improvements in vendor inspection quality, delivery efficiency, and customer satisfaction.
3) AIRCRAFT INSPECTION, AUDITS AND SURVEILLANCE
- Conduct audits on assigned stations/vendors as per the audit plan to ensure service providers are in compliance to company and regulatory requirements.
- Monitor findings issued, ensure proper closure within due date, and reviews the corrective and preventive actions are effectively implemented.
- Liaise and facilitate CAAS on Line Station audits, aircraft ramp and hangar inspection.
- Liaise and facilitate foreign authority aircraft ramp inspections/Station audits.
4) CERTIFYING STAFF TRAINING AND APPROVALS
- Review qualification and training of certifying staff nominated by local Maintenance Organisation and overseas line station certification.
- Conducting Scoot Documentation and Procedures training to line station MRO certifying staff and Scoot in-house Certifying Staff.
- Monitor line station Maintenance Organisations’ MOE and certifying staff are approved by CAAS before operating to the station.
- Update the master certifying staff list to reflect latest status of the line station certifying staff.
5) Any other tasks and projects assigned by Manager, Quality
Job Qualifications:
Minimum Diploma in engineering, mechanical, aeronautical or related field and/or possess 5 - 6 years’ experience (in aviation industry preferably) managing aviation quality preferred.
Possess a valid CAAS SAR-66 Aircraft Maintenance Licence would be advantageous.
Completion of CAAS M09 and M10 courses or equivalent would be advantageous.
Completed Quality Management System (QMS) internal Auditor course or equivalent would be advantageous.
Vendor Management knowledge and experience would be advantageous.
Possess good working knowledge in the operations Fleet Technical Management or Maintenance and Repair Organization.
Possess good experience in aircraft induction and return
Familiar with commercial aircraft systems, maintenance activities and its operations.
Proficient in Microsoft Office and Exce. Any other analytical and audit management tools would be advantageous.
Able to travel overseas frequently for work.
