This is a 12 months fixed-term contract role.

What will you do?

We are looking for a Product Manager to lead new product development and planning for JTC’s digital, AI-enabled and shared technology platforms. This role will shape product strategy, define clear product visions and outcome-based roadmaps, and manage internal platforms as products that deliver reusable capabilities, strong developer experience, self-service adoption and measurable business value. The role also requires strong AI literacy, including the ability to understand AI capabilities, limitations, risks and practical use cases, and to guide stakeholders in applying AI responsibly to real business problems.

The successful candidate will work across business, technology, operations, finance, vendors and leadership stakeholders to identify high-value opportunities, validate ideas quickly, prioritise competing demands and manage products through discovery, delivery, launch and lifecycle management. The role requires strong product judgement, customer-centric design thinking, disciplined agile execution and the ability to translate user needs into frequent, usable product increments that can be tested, refined and scaled.

1. Define and communicate clear product vision, strategy and outcome-based roadmaps for new digital, AI-enabled and platform products, ensuring alignment with organisational priorities, user needs and strategic outcomes.

2. Lead product discovery and validation through market research, user research, stakeholder interviews, problem framing, prototyping and feedback loops.

3. Apply platform-as-a-product principles to manage internal platforms and shared technology products as reusable, scalable capabilities that serve multiple teams.

4. Develop clear value propositions, product concepts and business cases that articulate user value, operational impact, financial considerations, risks and expected benefits.

5. Manage the product lifecycle from ideation and discovery through delivery, launch, adoption, benefits tracking and continuous improvement.

6. Apply customer-centric design thinking to understand user journeys, pain points, service gaps and opportunities for business process transformation.

7. Prioritise platform capabilities, product features, backlog items and roadmap trade-offs based on user needs, business value, technical feasibility, cost, risk and strategic outcomes.

8. Drive developer experience and self-service adoption through intuitive platform journeys, golden paths, enablement materials, feedback loops and continuous improvement of platform usability.

9. Facilitate workshops, requirement discussions and decision-making sessions with business users, operations teams, technology teams, vendors and leadership stakeholders.

10. Manage competing stakeholder interests, influence without authority and maintain alignment across product scope, priorities, timelines and expected outcomes.

11. Work with agile delivery teams to define epics, user stories, acceptance criteria, sprint goals, release plans and product increments.

12. Define and use success metrics to measure platform adoption, product outcomes, developer experience, operational health, benefits realisation, budget utilisation and business value, and report progress clearly to senior stakeholders.

13. Engage vendors and partners to shape solution options, validate feasibility, manage delivery dependencies and ensure outcomes remain aligned to product objectives.

14. Evaluate emerging AI use cases, including GenAI opportunities, prompt engineering considerations, human-in-the-loop design, AI governance risks and limitations of large language models.


Requirements

1. 10+ years of experience in product management, product planning, new product development, digital delivery, business transformation, strategy, consulting or related roles.

2. Strong experience defining and communicating product vision, strategy, outcome-based roadmaps, value propositions and business cases for new products, digital initiatives or internal platforms.

3. Strong knowledge of platform-as-a-product principles, with experience managing internal platforms, shared technology products or reusable enterprise capabilities for multiple consuming teams.

4. Hands-on experience with product discovery, user research, market research, customer journey mapping, problem validation and customer-centric design thinking.

5. Ability to manage product lifecycle activities, including ideation, prioritisation, delivery planning, launch, adoption, benefits realisation and continuous improvement.

6. Strong stakeholder management skills, with the ability to facilitate workshops, manage competing interests, influence without authority and communicate with executives.

7. Good understanding of agile, Scrum and Kanban methodologies, including backlog management, user story writing, sprint planning, workflow visualisation, sprint reviews, release planning and product increment management, with hands-on ability to use Jira to manage boards, backlogs, priorities and delivery progress.

8. Ability to drive platform adoption by improving developer experience, self-service journeys, golden paths, onboarding flows, documentation, support models and feedback loops.

9. Strong AI literacy, including the ability to understand AI and GenAI capabilities, limitations, risks, data considerations, responsible use principles and how these translate into practical product opportunities.

10. Strong business and commercial acumen, including understanding of operational processes, financial and budget management, benefits tracking, risk assessment and business process transformation.

11. Experience working with vendors, partners, delivery teams and cross-functional stakeholders to shape feasible solutions and manage delivery dependencies.

12. Strong written and verbal communication skills, with the ability to produce concise product artefacts, decision papers, executive updates, roadmap materials and workshop outputs.

13. Strong change management, communication and stakeholder management skills to support platform adoption across multiple business, product, engineering and operations teams.

14. Comfortable working in ambiguous environments where product direction must be shaped through structured discovery, trade-off management and iterative delivery.

Preferred Skills

1. Experience managing AI-enabled products, GenAI use cases, data products, automation products or digital services in enterprise or public sector environments.

2. Understanding of AI product management, prompt engineering fundamentals, human-in-the-loop design, AI governance, AI risk considerations and LLM capabilities and limitations.

3. Experience applying lean product, design thinking, service design, experimentation or product analytics methods to validate product opportunities.

4. Experience with tools such as Jira, Confluence, Azure DevOps, Miro, Figma, analytics dashboards, survey tools or collaboration platforms.

5. Exposure to technology delivery in cloud, data, AI, enterprise systems, workflow automation or digital transformation programmes.

6. Experience preparing executive-level product strategy papers, business cases, roadmap presentations, investment proposals or benefits realisation reports.

2. Product visions, roadmaps and business cases are well understood by business, technology, finance and leadership stakeholders.

3. Stakeholders are aligned on product priorities, trade-offs, delivery plans and expected outcomes despite competing interests.

4. Delivery teams have clear backlogs, user stories, acceptance criteria, release plans and product increments that support iterative value delivery.

5. Platform adoption, developer experience, product outcomes, operational health, benefits realisation, budget utilisation and business value are measured, tracked and communicated clearly.

6. AI-enabled product opportunities are assessed responsibly, with appropriate consideration of governance, user value, human oversight and technical limitations.

Ideal Candidate Profile

The ideal candidate is a product leader who is comfortable with ambiguity, able to shape early-stage ideas into clear product directions and move quickly from discovery to delivery. They should be a strong collaborator and hands-on agile practitioner who values speed, experimentation, iterative development and frequent feedback. Strong communication skills are essential, including the ability to simplify complex topics, align stakeholders and present recommendations confidently to senior leaders.
