Role Overview
The Development Manager is responsible for the Development team’s project delivery activities to ensure the ESR key performance requirements are achieved in a number of different areas. The Development Manager will be required to work collaboratively on a day-to-day basis with the Head of Development, the broader Development team and other business units in master planning, leasing and delivery of projects in Singapore.
MAIN RESPONSIBILITIES & ACCOUNTABILITIES
- Responsible for project delivery activities to ensure the ESR key performance requirements are achieved in the following areas:
- The general planning, interface and delivery of the development projects and the associated infrastructure.
- Cost estimation for development project;
- Project cost reporting and budget control;
- Oversight and reviewing Development Reporting to the Funds Management team;
- Preparing and reviewing Monthly Internal PCG (Project Control Group) and Cost Report Review and reporting to the ESR Senior Management;
- Management of design and input into Tenant delivery requirements.
- Input into the planning, design and delivery of any other aspect of development as required
- Support the Head of Development to assess, identify and manage all potential risks associated with the projects;
- Provide general support to the Asset Management team with tenant leasing enquiries, submission presentation, commercial negotiation and legal documentation;
- Manage the appointment of design consultants, design and statutory approval processes;
- Manage the procurement of civil infrastructure, building and other contractors in accordance with the ERS procurement policy including tendering and commercial and legal negotiations;
- Manage the administration of building contracts, including assessment of all extension of time claims, variations and progress claims;
- Visit project sites to evaluate progress and report to Head of Development
- Ensure all milestones and project delivery timeframes are being met
- Ensure project quality is being maintained and any deviations from scope are acceptable
- Manage the reporting of health and safety issues on all development sites, including undertaking regular safety audits in accordance with ESR requirements;
- Communicate and follow up with clients about specific projects;
- Support development team in;
- Build strong client and stakeholder working relationships including but not limited to attendance at key networking events;
- Manage feedback from clients and other stakeholders and report to Head of Development and Head of Country if required to take actions as necessary.

- Award of contract below FIP budget
- Cost control in post construction stage
- Project completion within timeline
- Handover of asset with zero major defects
Requirements
- Degree in Real Estate, Engineering, construction or architecture related disciplines and substantial relevant experience or post graduate qualification in a property related discipline and relevant experience;
- At least 3 years of Development or Project delivery coordination experience in the state market in industrial property sector;
- High level understanding of technical and commercial requirements in construction including codes and standards.
- Strong communication and interpersonal skills for liaising and managing stakeholders at all levels;
- Ability to follow directions and take initiative when required;
- Have the ability to solve problems, plan ahead and have strong organizational and analytical skills;
- Have good people skills and can manage ambiguity and constant changes effectively;
- Strong ability to identify and manage risk and resolve problems at a project and commercial level.
- Strong knowledge of constructability and processes.
- Exceptional accuracy & analytical reporting skills.
- Good Microsoft skills (Project, Word, Excel, Power Points)
