The Bid Manager leads tender (bid) activities throughout the proposal cycle in order to satisfy the various stakeholders. His/her responsibilities include running tender activities across the entire process, in an international and multicultural environment, to ensure the successful, profitable growth of Thales Aviation Global Services and the Thales Business Lines it supports.

He/she coordinates the dedicated internal and external teams (in particular regional Capture teams, engineering, and Integrated Logistics Support (ILS)), in collaboration with the entity’s permanent organization, and is responsible for finalizing the proposal and ensuring a smooth transition to the Project Manager.
 

The Offers Manager plays a key role within the organization by ensuring accurate and highly competitive bids, driving successful program execution, and securing Business Line profitability.

Responsibilities:

  • Proactively manage a multidisciplinary team to develop and submit, within deadlines, several contractual proposals that are likely to win contracts, simultaneously.

  • He/she is responsible for the timely delivery of the Offer team’s internal documents, including:
    o The Bid Control Document (BCD) (Offer management document)
    o The Offer Characterization Sheets
    o The Price & Treasury Tables
    o The Risk & Opportunities Register
    o The Compliance Matrix
    o The presentation of the “Gate Executive Summary” (including pricing strategy, tactics, BATNA analysis, compliance with MYB, etc.)
    o Any other supporting document (overall schedule, Purchase Vet, market/price analysis, etc.)

  • Promote collaboration with the Commercial / Capture Leader to develop and validate a winning offer strategy for each tender/proposal.

  • Structure, define, and collect all necessary inputs from functional departments, ensuring project-level consistency to support creation of the offer.

  • Comply with company-established processes, and by using the appropriate processes and associated information systems, synthesize the offer/proposal for presentation to senior management for the required approvals.

  • Define and formalize in the offer/contract all necessary terms and conditions (Payment plan-deliverables, cash flow, terms for partial payment, etc.).

  • Finalize the best possible contract in line with the treasury and negotiation mandates decided by General Management.

Requirements:

  • Min. Bachelors Degree in a relevant field.

  • Min. 3 years experience in project management, PMO, tendering, sales, procurement, pricing, or finance

  • Prior required experience in financial analysis and modeling

  • Ability to handle multiple topics simultaneously, in line with the company’s evolving priorities

  • Ability to analyze a situation with perspective and guide a cross-functional team toward the company’s final objective

  • Ability to take on multiple responsibilities so that critical issues are addressed in a timely manner

  • Ability to present information effectively to clients, managers, and executive teams

  • Working Location: Changi

  • Working Hours: Monday - Friday, 9am - 6pm

  • Company shuttle bus is provided at designated MRT stations
