Job Description
The Functional Business Analyst will support Project Beacon, UOB’s initiative involving stablecoin / tokenised money capabilities and related digital channel experiences, working end-to-end from journey definition and requirements through Target Operating Model (TOM), delivery support, and test validation. The role partners closely with Payments Business Analysts, Product Owners, Technology, Operations, and Risk/Compliance to deliver compliant, scalable solutions across wallets, tokenised settlement flows, and channel integrations.1) Requirements Analysis & Elicitation (Stablecoin / CBDC scope)
- Collaborate with business stakeholders and Payments BAs to elicit and validate business requirements for tokenised money use cases (e.g., issuance/minting, redemption/burning, transfers, on/off ramp, settlement, reconciliation).
- Analyse and document “to-be” processes and conduct impact assessment across channels, operations, settlement, reporting, risk controls, and downstream systems.
- Define detailed functional and non-functional requirements covering: wallet and account linking models; address management and whitelisting/blacklisting; authentication/authorisation and entitlements; maker-checker, limits, and approvals; compliance controls (screening triggers, audit trail, monitoring, reporting); data requirements (event logging, traceability, extracts); resiliency and operational readiness requirements.
- Identify, monitor, and manage requirement risks/issues and proactively prevent scope creep.
2) Digital Channels – End-to-End Journey Ownership
- Own end-to-end channel journeys for Project Beacon capabilities across relevant digital platforms (e.g., corporate portal, mobile, APIs) including initiation, confirmation, receipts, history/status, and exception handling.
- Define multi-role journeys (initiator/approver/admin), entitlements, and service-request flows aligned to corporate controls.
- Work with UX and Technology to ensure journeys are intuitive, compliant, scalable, and aligned with payments/tokenised-money domain constraints.
3) Target Operating Model (TOM) & Run-State Design
- Develop / contribute to the Target Operating Model jointly with Payments BA and Operations: process flows, RACI, controls, SLAs, handoffs, exception management, and reconciliation.
- Define Day-2 run-state needs: monitoring, incident response, user support, investigation flows, and audit-ready evidence/logging requirements.
- Support change impact assessment from current state to target state for people, process, and technology.
4) Team Collaboration & Delivery Support
- Transition requirements to System Analysts and Engineering teams with clear traceability, acceptance criteria, and a maintainable knowledge base.
- Work with Test Manager/UAT to translate requirements into test scenarios and ensure coverage for wallet lifecycle events, entitlements/approvals, limits, compliance triggers, negative flows, edge cases, and operational exceptions.
- Provide Train-the-Trainer enablement and support operational readiness for go-live.
5) Testing, Defect Triage & Scope Management
- Review and validate test cases; clarify test findings and classify as defect vs. change request.
- Perform impact assessment and estimation for change requests, supporting release decisions and deployment planning inputs.
- Write functional release notes and contribute to deployment and cutover planning.
6) Stakeholder Management & Governance
- Act as a single point of accountability for functional clarity across business, payments, and technology stakeholders.
- Challenge requirements constructively by pushing back on unnecessary complexity and proposing alternative, industry-aligned solutions.
- Maintain strong governance on requirements baseline, traceability, and sign-off readiness.
Experience & Background
- Bachelor’s degree in Engineering, Business, Finance, or equivalent.
- Minimum 10+ years of relevant banking and/or consulting experience with strong exposure to Business Analysis roles.
- Strong analytical, problem-solving, and process design skills with ability to translate analysis into solutions that meet business objectives.
- Good understanding of technology and operational processes across banking functions; familiar with change management and project delivery fundamentals.
- Strategic forward-thinking approach to challenges with strong communications, influencing, negotiating, and stakeholder management skills.
- Passionate, diligent, resilient; ability to thrive in ambiguity and deliver under tight timelines.
Domain (Project Beacon)
Mandatory:
- 8–15 years’ experience in Business Analysis / Functional Analysis.
- 5+ years’ experience in Digital Channels and Transaction Banking / Payments.
- Strong capability in capturing and elaborating requirements (e.g., JIRA user stories) and Agile product/project delivery experience.
- Working knowledge of CBDC concepts (retail/wholesale models, settlement constructs, roles of intermediaries).
- Working knowledge of stablecoin concepts (issuance/redemption lifecycle, transfer and settlement flows, governance and controls at a conceptual level).
- Working knowledge of wallet concepts (custodial vs. non-custodial at a conceptual level, address management, authorisation/signing concepts).
- Ability to design end-to-end channel journeys, acceptance criteria, and operational flows including exceptions and reconciliation touchpoints.
Nice to have:
- Knowledge of payments and regulatory differences across Singapore, Malaysia, and Hong Kong.
- Awareness of competitor offerings (e.g., DBS / Citi) and digital banking trends for channels and payments.
- API and/or SWIFT integration exposure; experience with platform integration patterns and data flow mapping.
- Exposure to tokenisation platforms / DLT-based settlement initiatives and operationalisation of new rails.
