Working closely with senior business leaders, country management teams and risk stakeholders, you will help ensure the business operates within risk appetite while supporting strategic growth objectives.

Role Summary

As VP, Business Controls Office, you will be part of the Regional Business Risks & Controls Team, acting as a trusted first line of defence partner to Wholesale Banking Asia.

You will contribute to the design, implementation and enhancement of ING's Non-Financial Risk (NFR) framework, while providing guidance and oversight on risk identification, assessment, monitoring and control effectiveness. The role also includes leadership responsibilities, supporting the development of a strong Business Controls function and fostering a proactive risk culture across the region.

About the Team

The Regional Business Risks & Controls Team serves as the first line of defence for Wholesale Banking Asia. The team partners closely with front office, functions, country management teams and second line stakeholders to strengthen governance, improve control effectiveness and support sound risk management practices across the region.

The team plays a critical role in ensuring Wholesale Banking Asia remains resilient, compliant and able to achieve its strategic objectives within the defined risk appetite.

Key Responsibilities

Business Controls & Risk Management

  • Provide advice and support to Wholesale Banking businesses and locations regarding Non-Financial Risk management.

  • Support business and functional teams in the implementation of NFR Management Procedures and Control Standards.

  • Contribute to the design, preparation and coordination of regional and global NFR initiatives.

  • Advise and support the identification, assessment, analysis and mitigation of non-financial risks across the business.

  • Formulate and coordinate annual plans for key control testing, control evaluations and monitoring activities, including reporting on progress and outcomes.

  • Formulate and coordinate annual risk assessment plans, including monitoring and reporting of completion status.

  • Oversee Risk & Control Self-Assessment (RCSA) execution, issue management and control monitoring activities.

  • Ensure compliance with required NFR procedures, frameworks and control standards.

  • Support management in monitoring key NFR indicators, outstanding issues and remediation activities.

  • Drive effective identification, assessment, mitigation and reporting of risks across the region.

  • Ensure lessons learned from incidents, audits and regulatory reviews are embedded into business processes and controls.

  • Contribute to the design and enhancement of global NFR procedures, frameworks and controls.

  • Provide guidance and training to business stakeholders on NFR requirements, risk assessment methodologies and control frameworks.

  • Translate complex risk concepts into practical and actionable business outcomes.

  • Liaise with Risk, Compliance, Legal and Internal Audit teams regarding risk management matters and remedial actions.

Strategic Partner to Management

  • Act as a trusted advisor to senior management on risk, control and governance matters.

  • Influence strategic business decisions by ensuring risk considerations are appropriately incorporated into business initiatives, transformation programmes and change activities.

  • Provide constructive challenge while maintaining a strong business partnership approach.

  • Represent Business Controls in governance forums, management committees and regulatory engagements.

  • Work closely with country management teams, business managers, first line colleagues, second line stakeholders and global teams to drive consistent risk management practices across Asia.

Leadership & People Management

  • Lead and develop Business Control professionals across Asia.

  • Set team objectives, priorities and strategic direction aligned with business and functional goals.

  • Build and maintain a high-performing and engaged team through coaching, mentoring and continuous development.

  • Drive talent management, succession planning and capability building across the function.

  • Foster a culture of accountability, collaboration, continuous improvement and excellence.

  • Support resource planning, workload prioritisation and organisational effectiveness initiatives.

Governance & Regulatory Compliance

  • Ensure adherence to ING policies, standards and applicable regulatory requirements.

  • Support regulatory reviews, inspections and audit engagements across the region.

  • Oversee the timely remediation of audit findings, regulatory observations and control deficiencies.

  • Monitor emerging regulatory and industry developments and assess their impact on the business.

  • Support additional Business Controls and Non-Financial Risk initiatives as required.

Required Skills & Experience

  • Bachelor's or Master's degree.

  • Minimum 12 years of experience within banking, financial services or a related industry.

  • Strong experience in Business Controls, Operational Risk, Non-Financial Risk Management, Compliance and/or Internal Audit.

  • Deep understanding of Non-Financial Risk frameworks, governance processes and control methodologies.

  • Strong knowledge of Risk & Control Self-Assessment (RCSA), issue management, risk monitoring and control testing.

  • Good understanding of Wholesale Banking products, business processes and operating environments.

  • Proven experience leading teams and developing talent within a risk, controls or audit environment.

  • Demonstrated ability to engage, influence and challenge senior management and executive stakeholders.

  • Experience operating within a complex regional or international organisation.

  • Strong stakeholder management, communication and relationship-building skills.

  • Excellent analytical, problem-solving, planning and negotiation capabilities.

  • Ability to translate complex risk concepts into clear and practical business solutions.

  • Strong written and verbal communication skills in English.

  • Pragmatic, results-oriented and able to demonstrate sound judgement and professional integrity.
