Job Purpose 

The Regional Operations Manager, Offshore is responsible for overseeing and driving offshore operations across Singapore and the wider regional markets. This role ensures safe, efficient, and cost-effective execution of projects while providing strategic oversight and leadership. The position manages a team of Offshore Superintendents (2 direct reports) and acts as the key liaison between clients, vessel owners, operators, and internal stakeholders. The Regional Operations Manager, offshore ensures compliance with international standards, promotes operational excellence, and supports business growth and expansion into new markets.

Duties and Responsibilities

Regional Offshore Operations

  • Lead, plan, and supervise offshore operations across Singapore and the region.
  • Oversee and coordinate the work of Offshore Superintendents and ensure alignment with project objectives.
  • Monitor operational performance, identify risks, and implement corrective measures to achieve safe and efficient outcomes.

Strategic Leadership & Expansion

  • Develop strategies to support new business growth and potential expansion into regional markets.
  • Provide operational insights and recommendations to senior management for future opportunities.
  • Build strong regional networks and ensure Inchcape maintains a competitive edge in offshore services.

Stakeholder & Communication Management

  • Act as the central point of contact for regional offshore clients and partners.
  • Deliver concise and timely communication with internal teams, clients, regulators, and third-party service providers.
  • Prepare and present performance reports and recommendations for continuous improvement.

Compliance & HSSE

  • Champion a strong HSSE culture across all regional offshore operations.
  • Ensure compliance with all local, regional, and international offshore regulations.
  • Conduct regular risk assessments, audits, and training sessions to uphold Inchcape’s zero-incident mindset.

People Leadership

  • Directly manage 2 Offshore Superintendents, providing guidance, coaching, and performance reviews.
  • Build capability within the offshore team through training and mentorship.
  • Foster collaboration and accountability within a multi-national, multi-cultural workforce.

Experience 

  • At least 7–10 years of offshore/maritime operations experience, including supervisory or managerial responsibilities.
  • Proven track record in leading offshore teams and managing multiple projects simultaneously.
  • Experience in a regional/multi-market role preferred.

Qualification 

  • Degree in Maritime Studies, Offshore Engineering, or related field.
  • Valid Offshore Safety Certifications (BOSIET/FOET).
  • Preferred: Dynamic Positioning (DP) awareness or related competency certifications.

QHSSE – Health, Safety, Security, and Environment (Mandatory requirements)

  • Championing appropriate health, safety, security, and environment (HSSE) risk assessments becomes part of the company culture.
  • Accountable for the implementation and monitoring of actions that mitigate risk and enhance controls/processes, to ensure that the QHSSE of all Inchcape Stakeholders is known and staff/suppliers/crew feel empowered and accountable for their own safety. 
  • Ensure full compliance with, and implementation of, the Inchcape QHSSE Management System
  • Ensure that appropriate resources are allocated to control QHSSE risk
  • Accountable for ensuring that clear, appropriate, and timely communication channels are put in place to report and manage QHSSE risk
