Role Summary and Impact

The Senior Manager, Talent Development serves as the strategic custodian of talent and organizational effectiveness programs in Singapore, driving the design, execution, and continuous enhancement of initiatives that build a high-performing, future-ready workforce. Reporting to the Head of HR, this role partners closely with the Singapore CPO, Regional Head of OD&G, and cross-functional stakeholders to deliver impactful talent processes spanning succession planning, top talent identification, employee engagement, and end-to-end learning program management. Acting as the subject matter expert on tools such as CultureAmp and the local champion for regional OE programs, the incumbent will shape and facilitate learning experiences, mitigate leadership risk through robust succession pipelines, and translate business and people priorities into actionable talent strategies—ultimately strengthening organizational capability, leadership depth, and employee experience across the Singapore market.

Skills and Experience

Talent Processes and programmes:

  • Own the creation of comms, program materials / collateral related to talent programs and be the subject matter expert and hands on expertise / proficient with the CultureAmp tool (systems & tools oversight)
  • Define any regional adjustments to OE programs as needed from a Singapore perspective and be the ‘custodian’ of all OE related programs in market
  • Support the seamless execution and analysis of employee engagement surveys

Succession Planning & Risk Mitigation:

  • Define and manage talent development process of our top talents.
  • Define and manage the talent profiling process to determine top talents.
  • Be the owner & custodian of the execution of the overall succession planning process in Singapore (ExCo, Regional CEOs and N-1, N-2 levels) as per the agreed frequency
  • Support the Singapore CPO and OD&G team to successfully roll out the succession exercise (collateral, data support) and liaise with SG agency / cluster CPOs to drive this agenda

Program Management & Execution of Various Initiatives:

  • Market Learning Strategy: Support the Regional Head of OD&G, CPO in co-creating the SG learning strategy in sync with key business & people priorities for the region
  • Learning Program Management: Lead the program management and delivery of multiple learning & talent initiatives / programs as per the learning strategy
  • Program Facilitation: Facilitate in-person & virtual learning experiences for varied groups of colleagues across a variety of different skills

Knowledge & Experience:

  • Experience in Talent Management / Talent Acquisition / Human Resources / Leadership Development / Performance Management or Learning & Development
  • Typically requires a University Degree or equivalent experience and minimum 10 years of prior relevant experience in any industry
  • Familiarity and able to navigate matrixed environments effectively (global / regional / market / business)
