This Senior Manager/ Manager, supports the Department Head and is accountable for leading the procurement function within Marketing and Corporate Solutions division. His/Her key responsibilities include overseeing procurement planning, sourcing, tender and contract management, and ensuring compliance with procurement policies and governance requirements. The role also drives process improvement, provides strategic procurement advice to stakeholders, develops and supervises the procurement team. Additionally, it involves monitoring procurement performance and budgets, with the aim of delivering transparent, efficient, and value-for-money procurement outcomes that support the organisation's objectives.
[What you will be working on]
Procurement Planning and Strategy
- Lead end-to-end procurement planning and strategy for annual and ad hoc requirements, managing the Division's procurement requests through demand aggregation and appropriate sourcing methods.
- Develop and implement procurement plans and strategies aligned with organisational priorities, working closely with stakeholders on requirements, timelines, and budgets.
- Drive strategic sourcing initiatives, contract renewal planning, and pipeline management whilst ensuring compliance with policies and regulatory frameworks.
- Monitor procurement progress and resolve issues to ensure the timely delivery of goods, services, and works.
Sourcing and Procurement Management
- Oversee end-to-end sourcing activities, including ITQs, tenders, and quotations, ensuring procurement exercises are conducted in accordance with policies and governance requirements.
- Lead and manage complex or high-value procurement and tender exercises.
Contract Management
- Oversee contract administration, performance monitoring, renewals, variations, and dispute resolution.
- Manage supplier performance and ensure suppliers meet their contractual obligations.
- Ensure compliance with procurement policies and governance requirements, and keep abreast of changes to Government procurement policies, the Instruction Manual (IM) on procurement, and internal NLB processes and guidelines.
Stakeholder Management
- Partner with divisions to understand business needs and provide procurement advice.
- Provide guidance to users and/or team members on requirement specifications, evaluation reports, and other procurement-related reviews.
- Build and sustain strong relationships with internal stakeholders and external suppliers to achieve successful procurement outcomes.
Team Leadership
- Lead, mentor, and develop the procurement team, fostering positive culture grounded in integrity and continuous learning.
- Allocate resources effectively, monitor workload distribution, and foster capability development within the team.
Process Improvement
- Support organisational change initiatives and drive continuous improvement across the procurement function.
- Identify and implement emerging technologies to improve operational and procurement efficiency.
Financial Management
- Oversee the monitoring of procurement expenditure and support budget planning and fund management to ensure accountability.
[What we are looking for]
- 5 to 8 years of procurement experience, including a minimum of 2 to 5 years in public sector procurement and at least 3 years in a supervisory position.
- Demonstrated experience in managing end-to-end procurement, including strategic sourcing, tendering, supplier relationship management, and contract award and management
- Expertise in tender evaluation and contract negotiations, with strong knowledge of procurement governance, policies, regulatory requirements, and the Government IM.
- Proven leadership and people management skills, with the ability to lead and develop procurement teams.
- Proven ability to drive process improvements and procurement transformation initiatives.
- Excellent stakeholder management, influencing, and communication skills to collaborate effectively across all levels of the organisation.
- Strong analytical, meticulous, problem-solving, and decision-making abilities.
- A firm commitment to maintaining the highest standards of integrity, professionalism, and accountability in managing public resources and procurement activities.
Work location will be at the Marine Parade Library. As the library is currently closed for renovation, the current work location is at the National Library Building.
Successful applicant will be appointed on an initial two-year contract.
