Job Description:
This position will be primarily responsible for driving the evolution of the Rainbow resource management platform and the business process. This role focuses on enhancing Rainbow value through data expansion, algorithmic innovation, and governance-driven resource optimization. Key deliverables include developing charge back module, enabling task-based resource management, and establishing cross-functional governance for decision making.
Essential Functions of the job:
- Develop charge back module to enabling task-based resource management and transition from role-based model to task-based model
- Establish governance process for resource management
- Continuous algo logic and data evolution to enable Resource forecast for AOP reference
- Develop and optimize modules of Forecast & Allocation & Retrospective Task based Workload to enable effective resource management from planning to execution
- Generate and optimize study level internal cost by using Rainbow data for decision making at governance reviews
- Implement the overall dashboard for consolidated reporting and reviews by cross functions
Additional responsibility may expand to strategic sourcing:
- Engages the stakeholders and identify the business requirements.
- Manages the identification and selection process of clinical vendors.
- Generates Requests for Information (RFI) and Requests for Proposals and budget grids.
- Coordinates bid defenses and proposal review meetings and provides analysis to project teams.
- Contract lifecycle management: manages clinical contracts and change orders, including active negotiation of scope of work, payment terms and budgets.
- Ensures quality oversight of suppliers by:
- Partners with suppliers and internal stakeholders to identify, manage, escalate and resolve issues related to supplier performance.
- Measures supplier performance utilizing Scorecard/Metric activities; and communicating feedback to the supplier, encourage adaptation on best practices across supplier types and development of continuous process improvements/ maintenance.
- Facilitates and executes supplier governance meetings and operating reviews.
- Develops effective partnerships with suppliers and internal stakeholders.
- Identify current trends in outsourcing practices in the industry.
- Identifies, develops and implements outsourcing processes and procedures.
- Leads and contributes to complex functional or company initiatives and special projects as identified by executive management or business need.
Supervisory Responsibilities: Will supervise staff
Qualification Required:
- BS/BA degree in related discipline and 10+ years of related experience; or,
- MS/MA degree in related discipline and 10+ years of related experience; or,
- Equivalent combination of education and experience.
- Efficient in Microsoft Word, Excel, and Outlook
