Partner with CEOs, CHROs, government agencies, and industry stakeholders to develop talent, leadership, and organisational capabilities. Analyse workforce and programme data, prepare executive-ready recommendations, manage programme governance, and facilitate leadership roundtables, workshops, and immersion programmes.
[What the role is]
Enterprise Singapore is seeking a self-motivated (Senior) Development Partner to drive the human capital and leadership transformation of Singapore enterprises as part of the Industry Resource Division (IRD).As part of the Industry Human Capital & Leadership (IHCL) team within IRD, you will work directly with enterprise leaders, CHROs, government agencies, industry partners and internal stakeholders to strengthen human capital capabilities, leadership and organisational capabilities. You will shape and deliver programmes, policies and capability-building initiatives that help Singapore enterprises attract, develop and retain talent, build leadership pipelines, and prepare their workforce for future growth.
The role combines enterprise engagement, policy and programme development, stakeholder management, data-driven insights, and ecosystem building. You will have opportunities to influence national human capital initiatives, develop strategic relationships with major local enterprises, and contribute to workforce and leadership development.
[What you will be working on]
Enterprise Engagement & Advisory
- Engage Singapore enterprises, particularly local champions and globalising companies, to understand their human capital, leadership and organisational capability needs.
- Partner CHROs, HR leaders and business leaders to co-develop solutions that support business transformation and growth.
- Facilitate conversations on workforce planning, talent management, leadership development, employer branding, succession planning, AI adoption and future skills needs.
Programme Development & Management
- Design, implement and continuously improve human capital and leadership initiatives such as our Singapore Global Executive Programme (SGEP) flagship enterprise human capital programme.
- Manage programme governance, SOPs, grant frameworks, operational processes and stakeholder communications.
- Monitor programme outcomes and recommend enhancements based on data and stakeholder feedback.
Research, Data & Insights
- Conduct industry research, market sensing and stakeholder engagements to identify emerging human capital challenges and opportunities.
- Analyse survey findings, workforce data and programme outcomes to inform decisions and recommendations.
- Develop executive-ready reports, management papers, briefing notes and presentations for senior management and external stakeholders.
- Translate complex analyses into clear narratives and actionable insights.
Ecosystem Building & Stakeholder Management
- Build partnerships across government agencies, industry associations, institutes of higher learning, HR practitioners, thought leaders and enterprises.
- Convene and facilitate leadership roundtables, industry consultations, capability-building workshops and overseas immersion programmes.

Preferred Experience
2 or more years’ experience in one or more of the following areas:
- Human capital or workforce development
- HR consulting
- Leadership development
- Organisational development
- Talent management
- Public policy or programme management
- Strategy or management consulting
- Enterprise development or account management
Understanding of Singapore's manpower and economic development landscape is advantageous.
