(Senior) Business Partner, Strategic Procurement

[What the role is]
You will be part of Enterprise Singapore’s Finance, Procurement and Administration team responsible for managing of the budget for fiscal sustainability, driving value-for-money in purchases, and ensuring a safe and conducive work environment. You will also support digitalisation efforts through the use of data, automation, and emerging technologies. This role is well suited for early career professionals who are keen to build a strong foundation in public sector procurement while gaining exposure to technology enabled process improvement initiatives.[What you will be working on]
Reporting to the Deputy Director of Strategic Procurement, you will be a strategic business partner to the divisions, providing support and advice for their procurement activities. Your primary responsibilities will include:
- Strategic Partnership: Act as a strategic partner to various divisions, providing support and advice on procurement activities to ensure alignment with organizational goals.
- Policy Compliance: Ensure all procurement transactions comply with relevant procurement policies and guidelines, maintaining high standards of governance.
- Policy Development and Implementation: Review and implement procurement policies and procedures, driving initiatives to enhance procurement processes and achieve strategic outcomes.
- Stakeholder Engagement: Collaborate with internal stakeholders to understand their procurement needs and provide solutions that meet their requirements.
- Risk Management: Identify and mitigate procurement risks to safeguard the organization's interests.
- Technology & Analytics Enablement - Assist in the development and testing of data analytics, dashboards, and basic AI enabled use cases (e.g. trend analysis, exception identification) using tools such as Power BI, Tableau, SQL, Python, or similar platforms.
- Procurement Data Analysis & Reporting - Support the preparation of management reports, data analysis, and automated reporting to enhance transparency and data driven decision making.

[What we are looking for]
- Possess a tertiary qualification.
- At least 3 to 5 years of working experience. Prior experience in public sector procurement function and/or knowledge of the Government Instruction Manuals will be advantageous.
- Strong communication and stakeholder engagement skills.
- Organised and meticulous with excellent written and verbal communication abilities.
- Ability to work independently and collaboratively within a team.
- Foundational knowledge or demonstrated interest in data analytics, automation, or digital tools (e.g. SQL, Python, generative AI assistants).
- Understanding of how technology and data can be applied to improve procurement or business processes.
