Summary/Objective

The Operations Manager will oversee all operational activities related to the company’s bunkering services. This critical leadership role involves managing day-to-day operations, ensuring strict compliance with maritime and industry regulations, optimizing processes for maximum efficiency, and leading the operations team. The successful candidate will ensure the smooth, safe, and cost-effective execution of bunkering activities, maintaining high standards of service delivery to support the company’s strategic growth.

Key Responsibilities1. Fleet & Fleet Operations Management
  • Operational Oversight: Manage all bunkering operations, including vessel scheduling, cargo handling, and timely fuel delivery.
  • Fleet Planning: Plan and coordinate the company’s bunker vessel fleet for loading, bunkering, and Ship-to-Ship (STS) transfer operations.
  • Stakeholder Coordination: Liaise with terminal and supplier representatives to ensure full compliance with all loading and terminal requirements.
  • Commercial Safeguarding: Evaluate purchase agreements to ensure alignment with commercial terms, safeguarding the company’s interests. Provide precise bunker fuel details to Cargo Custody Officers for loading and STS operations.
2. Quality Control, Compliance & Safety
  • Fuel & Documentation Integrity: Monitor fuel quality and quantity closely, ensuring accurate documentation, reporting, and custody transfer.
  • Regulatory Compliance: Review and update company operating procedures to ensure absolute compliance with industry standards, specifically SS648, QMBS, and other relevant maritime regulations.
  • Safety Leadership: Partner with the Ship Management team to ensure all operational staff, including Cargo Officers, strictly adhere to onboard safety protocols and HSE requirements.
3. Team Leadership & Talent Development
  • Departmental Leadership: Lead, mentor, and support the operations department, including Cargo Officers and shore-based operational staff.
  • Capability Building: Develop and implement robust training programs to continuously enhance the team’s technical skills, safety awareness, and industry knowledge.
4. Process Optimization, Technology & Innovation
  • Continuous Improvement: Initiate, manage, and execute continuous improvement projects targeting operational excellence and cost reduction.
  • Workflow Efficiency: Review and streamline operational workflows, specifically optimizing the dissemination of job orders to Cargo Officers.
  • Digital Transformation: Lead digital transformation initiatives and implement technology solutions to enhance operational visibility, efficiency, and safety.
5. Financial & Performance Management
  • Budgeting: Manage the operations budget with high financial discipline, accountability, and a focus on cost-effectiveness.
  • Performance Metrics: Implement and monitor Key Performance Indicators (KPIs) to drive team productivity and optimize operational costs.

Requirements
  • Experience: Minimum 5–8 years of experience in maritime operations, specifically within the bunkering sector.
  • Regulatory Knowledge: Deep familiarity with Singapore bunkering standards (SS648) and Quality Management for Bunker Supply (QMBS).
  • Leadership: Proven track record of managing a team of Cargo Officers and shore staff.
  • Skills: Strong analytical, communication, and project management skills, with an aptitude for adopting digital tools.
