Job Summary

At Marina Bay Sands, the IT Finance Specialist supports the Director of IT Finance and Performance Management in overseeing and coordinating IT purchase requisition activities, project initiative submissions, contract administration, and supply chain processes across Information Services.

Job Responsibilities

  • Oversee the end-to-end purchasing lifecycle, from requisition submission to purchase order issuance, delivery tracking, and invoice reconciliation.
  • Ensure appropriate procedures and internal controls are in place to support the accurate and timely procurement of IT equipment and services.
  • Monitor and track requisition requests submitted through the Service Catalog, ensuring adherence to agreed lead times and service levels.
  • Manage the IT contract lifecycle, including contract preparation, review, approval, execution, renewal, and record maintenance.
  • Prepare, submit, and review IT contract requests and support documentation to ensure completeness, accuracy, and compliance with local regulations, corporate policies, and global standards.
  • Maintain accurate and up-to-date records of IT contracts, including contract status, key terms, renewal dates, and supporting documentation.
  • Coordinate contract routing for review, approval, and execution, and follow through to ensure timely completion.
  • Serve as the primary point of contact for IT teams, Procurement, Legal, and vendors on contract-related and procurement matters.
  • Provide advisory support to internal stakeholders and work cross-functionally with IT, Legal, and Procurement to resolve contract-related issues, inquiries, and disputes.
  • Provide accurate, timely, and objective analysis of IT operating results, including the financial and performance tracking of specific projects and initiatives.
  • Partner with Procurement to support vendor negotiations on pricing, delivery schedules, and service level agreements to achieve optimal commercial outcomes.
  • Support process improvement initiatives, working sessions, and training programmes as directed by the reporting manager, and perform other duties as assigned.

Job Requirements

Education & Certification

  • Bachelor’s degree in Business Administration, or a Diploma in Business Management, Law, Supply Chain, Finance, or a related field is required.
  • Professional certification in Finance, Procurement, Contract Management, or a related discipline would be an advantage, but is not essential.

Experience

  • 4 – 5 years of experience in procurement, contract administration, finance operations, paralegal support, or a related function would be preferred.
  • Good working knowledge of contract terms, documentation standards, and contract management practices would be an advantage.
  • Familiarity with Contract Lifecycle Management (CLM) tools and strong proficiency in Microsoft Office applications would be preferred.
  • Working knowledge of enterprise platforms such as ServiceNow, Ariba, and Copilot would be an advantage.

Other Prerequisites

  • Strong analytical, problem-solving, and organizational skills, with the ability to identify issues, determine root causes, and recommend practical solutions.
  • Excellent verbal and written communication skills, with the ability to engage effectively with internal stakeholders and external vendors.
  • Demonstrated ability to work independently in a fast-paced and dynamic environment while managing multiple priorities effectively.
  • Highly organized, detail-oriented, and collaborative, with a strong willingness to learn and contribute as part of a team.
