Key Responsibilities:

Employment Screening and Reference Checks

  • Manage the pre-employment screening process for prospective hires, ensuring all screening activities are completed within stipulated timelines before hiring decisions are finalized. 
  • Conduct pre-offer checks, including name screening, credit bureau checks, employment verification, educational qualification verification, and other required background screening activities.
  • Coordinate and track incoming and outgoing reference checks across the organization. 
  • Review reference check outcomes and escalate adverse findings to relevant stakeholders. 
  • Maintain accurate and complete screening records in accordance with data privacy and retention requirements.

Vendor Management

  • Act as the primary liaison for the external employment screening vendor. 
  • Monitor vendor performance against agreed service levels and key performance indicators. 
  • Ensure ongoing compliance with internal third-party risk management requirements and applicable MAS outsourcing and governance requirements. 
  • Partner with stakeholders to facilitate vendor onboarding, contract renewals, and governance reviews. 
  • Support reporting and documentation required for regulatory reviews, audits, and internal assessments.

Work Pass Administration

  • Manage work pass applications, renewals, cancellations, and amendments for employees. 
  • Monitor pass expiry dates and ensure timely renewals. 
  • Maintain accurate work pass records and supporting documentation. 
  • Stay updated on changes to immigration and employment regulations.

RNF Licensing

  • Drive and manage day-to-day operation and end-to-end process of RNF and compliance-related initiatives, including but not limited to performing all RNF applications, misconduct reporting, MAS 753 reporting, monthly consolidation and circulation of RNF registers to ensure compliance of the BAU RNF process.
  • Drive and manage end-to-end management of Bank’s declaration exercises, including but not limited to liaising with Compliance for any required staff declarations, drafting and sending out timely reminders to staff and Line Managers, engaging Talent Resourcing or other relevant teams to look into exceptional responses.
  • Manage and prepare regulatory reports for submission to relevant authorities.

Reporting, Compliance & Continuous Improvement

  • Maintain standard operating procedures for screening and work pass processes. 
  • Prepare metrics, dashboards, and reports relating to screening turnaround times, vendor performance, and work pass status. 
  • Identify opportunities to streamline processes and improve employee experience. 
  • Ensure compliance with applicable employment, data privacy, and regulatory requirements.

Requirements:

  • Bachelor's or Master's degree in business administration or management, human resource, or any related field, or equivalent work experience.
  • At least 5 years of relevant working experience in human resources practice.
  • Technical HR Knowledge – At least 1-2 years of relevant working experience 
  • Knowledge of human resource practices in banking industry or various industries in the domestic and international landscapes
  • Experience with data management and Oracle report writing tools 
  • Strong interpersonal and communication skills

  • Strong Data Management / Data Analytics and Reporting

  • Analytical and Conceptual Thinking – Ability to think on their feet and be able to put forth argument on people-related matters based on HR best practices

  • Strong MS Office (PowerPoint, Excel, Word) skills
