The Engineering Manager oversees facility maintenance, utility operations, compliance, and project management, ensuring smooth manufacturing operations and adherence to standards.
JOB DESCRIPTION:
Primary Function/Primary Goals/Objectives:
- Responsible for planning and execution of overall Facility maintenance and cleaning plan
- Responsible for development of master facility plan
- Responsible for development of utilities obsolescence risk mitigation master plan
- Responsible for development of site Sustainability Roadmap
- Responsible for the interface between teams at AMS, the local contractor team members responsible e for maintenance and operation of the facility (including electrical systems, mechanical systems, janitorial services, and all other aspects of the business' operations).
- Ensure that facilities defects are identified and rectified in a timely manner to comply with GMP policies.
- Responsible for building and equipment maintenance programs including plumbing, electrical, HVAC, building automation systems, fire/ life safety systems, and data center infrastructure.
- Performs, evaluates and directs design and disciplines including architectural, electrical, mechanical, and controls.
- Manages energy conservation programs and tracks utility usage/ costs and performance
- Coordinates hazardous/ regulated waste disposal, pollution prevention, and waste minimization programs in full compliance with all local and Abbott regulat ory requirements
- Manages various facility improvement projects including budget and schedule.
- Participat es in vendor bid solicitation, selection and contract management for utilities and facilities maintenance and improvement programs
- Investigates or ensures adequate investigation of all incidents and facilitates corrective action to prevent future occurrence.
- Work closely with Engineering Services Director and HR on recruitment, hiring, trainings, people development and retention.
- May act as delegate for Engineering Services Director
Major Responsibilities:
- Responsible for the day-to-day Utilities Operations (Utilities & Facilities, Maintenance, Automation & Control) to ensure smooth manufacturing operation.
- Responsible for the day-to-day GMP compliance of engineering activities.
- Responsible e for the day-to-day compliance of utility operations so that the products meet Abbott and Singapore's Safety/ Environment standards and legislative regulations.
- Responsible to ensure the Utility operations runs smoothly and reliably
- Spares/ consumables inventory meeting crit ical maintenance requirement. Support and work closely with all Plant EHS and Quality initiatives and targets.
- Ensure that staff members are fully trained in the appropriate SOP's and have in place training or training plans to develop/ acquire the technical skills required for their jobs.
- Work closely with Engineering Services Director r and HR on recruitment, hiring, trainings, people development and retention.
- Develop Utility and Facilit y budget/ profit plan for operations, reviews and tracks against plan
- Meet the approved budgets for all areas of Utilities and Facilities operation and maintenance.
- Develop long term plans to reduce energy and waste generated.
- Ensure high safety, health and environment standards in all engineering operations including external vendors and contractors.
- Work closely with other departments to ensure smooth AMS operations.
- Participate in ad-hoc projects and perform other duties as assigned.
- Liaison Government authorities as required.
- Any other duties as assigned by supervisor
- Continuously innovate utilities operations to improve asset and resources utilization and efficiency
- Responsible for review and approval of specific documentation, procedures and site change
Requirements:
- Bachelor of Science Degree in Mechanical/ Electrical/ Chemical/ Civil/ Engineering or related discipline or Diploma with 10 years of working experience
- Responsible for the day-to-day Utilities Operations (Utilities & Facilities, Maintenance, Automation & Control) to ensure smooth manufacturing operation.
- 3 to 6 years of related experience and 3 years in management situation.
- Broad engineering skills and experience in utility, automation, instrumentation and project management and plant start-up.
- Strong business and customer focus.
- Good engineering problem solving skills, workload resource planning and prioritization skills.
- Continuous challenge and improvement current operations.
- Organized and good team player, able to multi-task and work under pressure.
