[What the role is]

As an Engineer/Architect (Project Management), you will represent HDB to work with the consultants and contractor in the execution of new development projects. You will be involved in managing the project from inception till completion, main responsibilities include ensuring quality, cost, safety and timely delivery of the project. At the same time, you need to be involved upstream at the design tender stage to ensure considerations at construction stage are addressed. You may also be involved in studies in the areas of C&S, safety, quality, environmental management, construction productivity and construction practices.

[What you will be working on]

1. Project Management (Construction): Lead a team of consultants and contractors to ensure the successful completion of the project in the following areas:

  • Monitor the Construction Master Programme and ensure the project is completed on schedule.

  • Monitor the interim completion of critical milestones, deliverables and progress.

  • Ensure sample units are ready and approved.

  • Ensure the completion of structural works, M&E works and architectural finishes for the project.

  • Monitor lift installation and commissioning.

  • Ensure services are laid and commissioned.

  • Monitor regulatory clearances and ensure these are obtained promptly for TOP and CSC applications.

  • Ensure pre-completion checks and preparations are carried out for handover inspection.

  • Provide upstream construction inputs during the planning and design stages to manage construction duration and mitigate construction issues.

2. Quality Management

  • Ensure the project achieves a good CONQUAS score.

  • Perform in-process audits to ensure all works are carried out in accordance with approved method statements.

  • Ensure material tests are carried out to confirm quality conformance.

  • Ensure functional tests are carried out in accordance with approved standards.

3. Contract Management

  • Monitor and control project expenditure by managing design changes and ensuring variation approvals are obtained in a timely manner.

  • Monitor EOT claims and LD.

  • Monitor progress payments.

  • Review requests from external parties.

  • Monitor contract administration requirements based on the PSSCOC.

4. Safety / Environmental Management

  • Review and monitor the contractor’s Safety and Health Management System (SHMS) to provide a safe work environment and work towards a zero-accident workplace.

  • Monitor the Earth Control Measures (ECM) system to ensure sites do not pollute waterways and comply with PUB’s regulations.

  • Monitor vector control and noise control measures to ensure compliance with NEA regulations.

  • Monitor site housekeeping to maintain a safe work environment.

  • Carry out site inspections on safety and environmental aspects.

5. Coordination with Other HDB Groups

  • Optional Component Scheme (OCS) and completion programme.

  • Precast components, safety audits, piling audits and structural audits.

  • Social and commercial facilities.

  • Design issues.

  • Budget control.

  • Public communications.

6. Public Relations Management

  • Manage public complaints, feedback, and Adviser requests/comments.

[What we are looking for]

  • A qualification in Architecture or Engineering (Civil/Structural/Mechanical/Electrical), recognised by the professional boards in Singapore, or equivalent.

  • A positive learning attitude with strong technical problem-solving abilities.

  • Good written and verbal communication skills, with the ability to engage and collaborate effectively with stakeholders.
