Purpose of role:The organization and head will be responsible for regional governance and regional execution of both Procurement and TPM. For TPM, this includes establishing the APAC operating model in alignment with the Global TPRM Project (including the setup of the offshore MGS organization). Specifically, the scope covers the regional PMO function for the Global TPRM Project, development of the regional TPM TOM and execution at country level, offshore operating model build‑out, and ongoing TPM business-as-usual (BAU) operations. For Procurement, responsibilities include developing and executing regional procurement strategies, strengthening governance, leading regional deployment of procurement systems, driving various cost‑reduction and cost‑avoidance initiatives, supporting and enhancing regional and country procurement capabilities, and collaborating closely with the PB organization. The details of R&R is mentioned as below.Regional Head of Procurement & TPM – Roles & Responsibilities1. Regional Governance 1.1 Establish Integrated Governance for Procurement and Third-Party Management
  • Ensure consistent application of global policies (Sourcing Policy, TPRM Policy, Outsourcing Policy) across APAC.
  • Maintain compliance with local regulatory requirements (e.g., MAS, HKMA, APRA, JFSA) related to procurement and third-party risk management.
  • Drive regional standardization of due diligence, contract templates, SLA/KPI frameworks, and supplier assessment criteria.
1.2 Oversight of Third-Party Risk Governance
  • Provide regional supervision of third-party risks, including operational, cyber, resilience and concentration risks.
  • Ensure visibility of risk posture for critical service providers and report regularly to regional management committees.
  • Establish and maintain robust risk assessment, monitoring procedures, and quality assurance (acting as an effective “1.5 Line” function where appropriate).
1.3 Oversight of Contracting, Commercials, and Compliance
  • Govern contract review processes, commercial terms optimization, and coordination with Legal across the region.
  • Apply and monitor ESG, sustainability, diversity, and human-rights requirements across the regional supply chain.
  • Oversee compliance for data transfer, cross-border outsourcing, and regulatory notifications
2. Regional Execution Leadership 2.1 Lead Global TPRM Program Deployment in APAC
  • Oversee APAC rollout of the Global Third Party Risk Management Program, including TOM design, regional framework development, and offshore MGS center establishment.
  • Manage Wave 1–3 deployment roadmap, ensuring milestone delivery, issue resolution, and stakeholder alignment.
  • Lead regional adoption, integration, and enhancement of TPRM risk modules (IT, concentration, resilience, etc.).
2.2 Drive Integrated Supplier Performance Management (SRM + TPM)
  • Oversee KPI/SLA monitoring across key suppliers to ensure early identification and resolution of performance issues.
  • Standardize QBR processes and lead regional-level assessments of strategic suppliers.
  • Promote vendor rationalization to improve efficiency, reduce duplication, and maximize cost and governance benefits.
2.3 Drive Cost Optimization and Value Creation
  • Develop and execute regional category strategies aligned with business priorities.
  • Achieve structural cost improvements through TCO optimization, demand management, and specification standardization.
  • Accelerate business value through supplier innovation, digital solutions, and joint improvement initiatives.
3. Organizational Leadership & Stakeholder Management 3.1 Build and Strengthen Regional Teams
  • Establish the regional TPM function and define operating models and workflows.
  • Develop skills and capabilities across Procurement and TPM teams (vendor management, contracting, analytics, risk, etc.).
  • Provide guidance and capability-building to countries based on their maturity levels.
3.2 High-Level Stakeholder Engagement
  • Act as the primary APAC liaison with Global Procurement and Global TPRM leadership.
  • Engage effectively with country COOs, CROs, CTOs, Risk, Compliance, Legal, and Technology teams.
  • Report regularly to APAC executive bodies (e.g., ExCo) on performance, risk status, and strategic initiatives.

Job Responsibilities:
Strategic
  • Define and drive the APAC-wide strategy for Procurement and Third-Party Management (TPM), aligned with global frameworks and business objectives.
  • Lead the regional design of the TPM Target Operating Model (TOM), including alignment with the Global TPRM Program and offshore MGS operating model.
  • Formulate and execute regional procurement strategies (category strategies, sourcing roadmaps, supplier segmentation).
  • Promote structural transformation across APAC (standardization, digitalization, vendor rationalization, model uplift).
  • Partner with senior APAC executives to ensure Procurement & TPM strategies support business growth, operational resilience, and regulatory expectations.
Financial
  • Deliver year-on-year cost reduction and cost avoidance through sourcing strategies, TCO optimization, demand management, and specification standardization.
  • Manage major regional supplier portfolios and lead negotiations to maximize commercial value and mitigate cost risks.
  • Oversee KPI/SLA performance for strategic suppliers to ensure operational efficiency and financial effectiveness.
  • Optimize resource allocation across regional and offshore teams to achieve cost-efficient operations.
  • Drive financial governance, including budgeting, spend analytics, and forecasting for Procurement and TPM.
Customer
  • Act as the primary regional partner to business units, ensuring Procurement and TPM deliver timely, reliable, and value-adding services.
  • Build strong engagement models with country COOs, Risk, IT, Legal, and Compliance to support business needs and regulatory requirements.
  • Provide support to country Procurement/TPM teams to enhance execution quality, supplier performance, and responsiveness.
  • Promote supplier
People
  • Build and lead high-performing regional teams for both Procurement and TPM, including offshore MGS teams.
  • Strengthen capabilities across APAC through training, competency frameworks, knowledge sharing, and coaching.
  • Foster a collaborative culture between Procurement, TPM, and other control/support functions.
  • Lead talent development, succession planning, and cross-country capability uplift programs.
Other/ Control
  • Ensure strong governance and compliance across Procurement and TPM (policy adherence, regulatory conformity, audit readiness).
  • Oversee regional PMO for the Global TPRM Project, ensuring transparent reporting, risk management, and timely issue resolution.
  • Maintain control frameworks for supplier risk, contract governance, ESG requirements, and data/cyber/security obligations.
  • Coordinate regional deployment of procurement and TPRM systems/tools and ensure data accuracy and operational integrity.
  • Drive continuous improvement and ensure operational discipline across BAU activities.
Job Requirements:Must-Have Experience
  • Minimum 10 years of experience in Procurement, Vendor Management, or Third-Party Risk Management (TPRM).
  • At least 5 years in a regional leadership role.
Preferred Experience
  • Hands-on leadership experience in regional or global projects, such as Target Operating Model (TOM) design, System implementation and Establishment of offshore service centers.
Desirable Skills
  • Strong multi-country stakeholder management capabilities (Business, Risk, Legal, Operations, IT, etc.).
  • Analytical and logical thinking, including spend analytics and risk analytics.
  • Advanced knowledge of contracting and commercial negotiation, including Master Agreements, SOWs, and SLA/KPI frameworks.
  • Solid understanding of operational resilience, cyber risk, and operational risk.
  • Familiar with sourcing platforms like Ariba, Zyrus, Coupa

  • CIPS (Chartered Institute of Procurement & Supply) – Level 6 / MCIPS (strongly preferred)
