What you will do:

The Controls Technical Manager & Project Engineering Governance Manager – BMS is responsible for ensuring technical compliance, engineered solution accuracy, BOQ alignment, and execution readiness for Building Management System (BMS) projects.

The role acts as a technical bridge between Sales, Engineering, and Project Delivery, governing the transition from tender award to project execution while ensuring BMS engineering deployment aligns with contractual, technical, and commercial commitments.

What you will do:

Key Responsibilities

1. Pre‑Sales Technical Compliance (BMS)

  • Review tender specifications, Employer’s Requirements (ER), and drawings related to BMS, IBMS, HVAC controls, and system integration
  • Prepare and validate BMS Technical Compliance Matrices (TCM) against tender specifications
  • Verify compliance with:
    • Open protocol requirements (BACnet, Modbus, LonWorks, IP)
    • Network architecture and integration scope
    • Control strategies, sequences of operation, and system performance criteria
  • Identify technical gaps, risks, exclusions, and deviations during pre‑sales stage

2. BMS Material Selection & BOQ Validation

  • Verify BMS hardware and software selections, including:
    • DDC controllers (Plant, Field, Application Specific Controllers)
    • BMS servers, workstations, network equipment
    • Field devices: sensors, transmitters, actuators, valves, dampers
  • Ensure selected materials:
    • Meet technical specification and compliance requirements
    • Align with BOQ quantities, line items, and cost assumptions
  • Validate:
    • Points list assumptions
    • Panel counts and controller distribution
    • Network topology and licensing requirements
  • Highlight mismatches between specification, BOQ, drawings, and proposed solution

3. Pre‑Bid & Tender Stage Support

  • Participate in pre‑bid meetings, technical clarification meetings, and tender presentations
  • Prepare and review:
    • Technical queries (TQs)
    • Compliance deviations and alternative proposals
    • Value‑engineering options (where applicable)
  • Provide technical inputs to Sales for accurate tender submissions and risk evaluation

4. Sales to Project Engineering Transition

  • Govern the handover from Sales to Project Delivery / Engineering teams
  • Ensure handover includes clear definition of:
    • Contractual scope and technical commitments
    • Approved makes, models, and system architecture
    • BOQ assumptions and exclusions
    • Integration responsibilities and third‑party interfaces
  • Support project kickoff meetings to ensure engineering teams fully understand tender intent

5. Project Engineering Governance (BMS)

  • Monitor and govern BMS project engineering deployment across multiple projects
  • Review key engineering deliverables for alignment with tender design, including:
    • System architecture and network diagrams
    • Control panel GA drawings and wiring diagrams
    • Control philosophies and sequences of operation
    • Points list and integration mappings
  • Ensure consistency and standardization in:
    • BMS design approach
    • Controller distribution
    • Network performance and cyber‑security best practices

6. Documentation & Project Operations Support

  • Support preparation and review of project documentation such as:
    • Technical submittals
    • Method statements
    • Testing & Commissioning (T&C) procedures
    • Engineering document registers
  • Support submissions to:
    • Clients and consultants
    • Authorities (where applicable)
    • Internal project governance platforms

7. Stakeholder Coordination

  • Act as a key technical interface between:
    • Sales and Business Development
    • BMS Engineering & Design teams
    • Project Managers and Site Teams
    • Procurement and Commercial teams
  • Support coordination with HVAC contractors and third‑party system integrators (chillers, AHUs, lighting, energy meters, etc.)

Key Systems & Technologies

  • Building Management Systems (BMS / IBMS)
  • DDC Controllers & Field Level Controls
  • Open Protocols: BACnet IP/MS‑TP, Modbus TCP/RTU, LonWorks
  • HVAC systems integration (AHU, Chiller Plants, FCU, VAV)
  • SCADA / Front‑End Workstations
  • Network & IT integration fundamentals

What we look for:

  • Degree / Diploma in Electrical, Electronics, Automation, or Mechanical Engineering
  • 8–12 year’s experience in BMS pre‑sales, engineering, or project delivery
  • Strong experience in:
    • Technical compliance checks
    • BOQ verification
    • BMS engineering design and project transition
  • Hands‑on understanding of BMS products, architectures, and site execution realities
  • Strong BMS technical knowledge with commercial awareness
  • Excellent attention to technical and contractual detail
  • Ability to operate across pre‑contract and post‑contract phases
  • Clear communication and stakeholder coordination skills
  • Risk identification and mitigation mindset
