About the Position
We are seeking a strategic and seasoned Associate Director, HR Business Partner (HRBP) to lead and drive HR agenda across the Southeast Asia (SEA) region. Based in Singapore, this position serves as the Country HR Lead and is a member of the SEA Country Leadership Team. This role provides strategic guidance and operational HR support across all SEA markets and business functions.
Reporting to the Senior Director, Regional HR Head, JAPAC, you will also support JAPAC-level projects, contribute to the establishment of new markets, and partner closely with global and regional HR Centers of Excellence (CoEs). You will play a hands-on role in shaping HR policies, building leadership capabilities, driving employee engagement, and delivering on critical people initiatives in a fast-paced, matrixed and evolving environment.
Key Responsibilities
Strategic HR Leadership
- Act as the senior HR representative for SEA, developing and executing HR strategies aligned with business goals and operational plans.
- Provide consultative support to senior leaders on organizational design, workforce planning, and succession development.
- Build and drive a people agenda that enables scalability, fosters a high-performance culture, and supports BeiGene’s growth in SEA.
- Champion the continuous improvement of the end-to-end employee experience journey, ensuring alignment with BeiGene’s culture and values.
HR Business Partnering
- Serve as a trusted HR advisor to managers and leaders across the SEA region, providing strategic counsel on organizational effectiveness, team dynamics, and people challenges.
- Coach and develop people leaders to build core leadership capabilities, with a focus on driving accountability, navigating change, and promoting an inclusive, high-performance culture.
- Drive talent development and succession planning efforts by working closely with business leaders to identify critical roles, assess bench strength, and build robust Individual Development Plans (IDPs) and career pathways.
- Facilitate talent calibration discussions, using performance and potential data to inform workforce decisions and succession pipelines.
- Manage performance cases, partnering with leaders and legal/compliance teams to ensure fairness, documentation, and alignment with company values and local labor laws.
- Proactively address employee relations issues, mediating conflicts, managing risk, and fostering a respectful, compliant workplace culture.
- Lead the full suite of annual HR cycles, including performance management, objective setting, mid-year and year-end reviews, talent and compensation calibration, salary reviews, promotions, and employee engagement surveys.
- Oversee onboarding and offboarding processes, ensuring a seamless experience that reflects BeiGene’s culture, while capturing feedback to continuously enhance the employee lifecycle.
- Drive regional DEI&B initiatives, embedding inclusive practices across hiring, development, and retention processes to cultivate a diverse and engaged workforce.
HR Policies Governance & Compliance
- Develop and maintain HR policies, Employee Handbook, and employment practices aligned with employment legislations in Singapore, Malaysia, Thailand and Vietnam.
- Ensure risk mitigation and regulatory compliance across SEA markets through proactive HR governance and continuous monitoring.
Project & HR Cross-functional Collaboration
- Partner with HR CoEs including Talent Acquisition, Total Rewards, Talent Development, HR Operations, Payroll, and HRIS to ensure cohesive and effective delivery and support to our countries.
- Play a key role to provide operational feedback and SEA market insights for knowledge sharing to regional HR stakeholders for effectiveness and opportunities for improvement.
- Lead or contribute to JAPAC and global HR initiatives and projects.

Qualification Required:
Experience & Qualifications:
- Bachelor's degree in HR Management, Business Administration, or equivalent.
- At least 10 years of HR experience in HRBP capacity, with a minimum of 5 years in a senior capacity managing HR functions or participating in leadership teams.
- Experience in multinational pharmaceutical, biotechnology, or life sciences organizations is strongly preferred.
- Strong execution capabilities with attention to details, quality, and timelines.
- Sound knowledge on employment legislation, HR policies, and market practices in Singapore, Malaysia, Thailand, Vietnam and Philippines.
- Exposure to other JAPAC countries or experience in start-up HR environments is an advantage.
- Fluent in English (verbal and written); additional SEA languages are a plus.
- Willingness to travel occasionally as needed.

- Proficient in Workday and Microsoft Office Suite (Excel, Word, PowerPoint, Outlook); familiar with tools such as MS Teams, SharePoint, Zoom, Concur, SAP Fiori, and DocuSign.
- Quick learner with adaptability to new technologies and apps
