GENERAL DESCRIPTIONCompliance is part of the Risk, Legal and Compliance Division of Julius Baer and supports the Senior Management in ensuring compliance with external and internal regulations to actively manage operational, regulatory and reputational risks.
The AML Governance Compliance Officer (Governance CO) is primarily the subject matter expert for tax disclosure (FATCA, CRS, QI) and client tax compliance topics, as well as supporting other AML related projects and initiatives for BJBS Branch. The CO also supports BJB Hong Kong on FATCA/CRS regulatory advisory and any related projects or initiatives (as required).YOUR CHALLENGE
KEY FEATURES OF THE POSITION
People Management
• Support the CRO and Senior Management of BJBS Branch and BJB Hong Kong (as required) in ensuring compliance with external and internal Regulations in the areas mentioned above and thus actively manage operational, regulatory and reputational risks;
• Part of the AML Governance team of Compliance Officers supporting BJBS Branch, and BJB Hong Kong on FATCA/CRS matters (as required).
Regulatory Monitoring, Interpretation and Implementation
• Monitor global/local regulatory updates on FATCA/CRS and provide interpreted regulatory requirements to impacted business units in the bank;
• Assist operational business units on their implementation of FATCA/CRS regulatory requirements;
• Advise on regulatory requirements with regards to forms, processes, and/or systems change.
Regulatory Advisory
• Provide tax advice to Front employees, Operations and other Compliance teams for general enquiries on tax matters as well as queries on FATCA/CRS reporting and withholding;
• Provide tax advice in relation to account opening, account modification and investigations;
• Conduct assessment and advise on exceptions handling requests and escalations by 1st and 2nd level support as per the FATCA/CRS/QI BAU support model.
Regulatory Contact
• Serve as the contact point for the local tax authority IRAS on matters relating to FATCA/CRS compliance;
• Address regulatory correspondence issued by the IRAS on FATCA/CRS reporting and help to troubleshoot for reporting errors;
• Respond to FATCA/CRS regulatory queries and audits points raised by the IRAS with the assistance of 1st and 2nd level support as per the FATCA/CRS/QI BAU support model.
Global and Regional Alignment
• Support Global Tax Services to achieve global alignment with its roll out of relevant documentation and initiatives, and ensure adherence/location adoption to global policies and controls;
• Support Hong Kong FATCA/CRS Regulatory Advisory to achieve regional alignment in the Compliance Programme for Singapore and Hong Kong;
• Lead regional F2B initiatives relating to tax (e.g. remediations, audits, controls, change initiatives, information requests).
Regulatory Responsibilities &/OR Risk Management
• Assist the local FATCA/CRS/QI Point of Contact to oversee the Singapore FATCA/CRS/QI Internal Compliance Programme and Control Framework (embedded in BaerControl);
• Establish and maintain local policies and controls relating to tax disclosure and client tax compliance risk;
• Coordinate the reporting of relevant risk information to local risk management and Head Office;
• Perform and monitor the implementation of F2B process embedded and process independent controls to ensure regulatory tax compliance;
• Participate/lead in projects, process improvements, remediation actions where required;
• Demonstration of appropriate values and behaviours including but not limited to standards on honesty and integrity, due care and diligence, fair dealing (treating customers fairly), management of conflicts of interest, competence and continuous development, adequate risk management, and compliance with applicable laws and regulations.
Business Management
• Perform various AML/KYC control tasks to ensure proper and timely execution of AML/KYC Global Minimum Standards and controls;
• Support the Compliance team in carrying out various reviews which may include investigation and name screening;
• Participate/lead in projects, process improvements, remediation actions where required.

Professional and Technical
• Regulatory knowledge of FATCA/CRS required
• Knowledge regarding US tax regulations and withholding tax preferred
• A good degree and understanding of the private banking industry and Wealth Management industry
• Strong knowledge of the MAS 626 Notice & Guidelines
• Experience in managing regulatory inspections, external and/or internal audits on AML/CFT issues
• PC proficient: MS word, excel, PowerPoint
