The Third-Party Risk Management VP is accountable for drive execution of Citi's TPM Program within Singapore and support Singapore Third Party Management Team Lead in ensuring effective management of third-party risks across the Organization, driving root cause analysis, implement corrective action plans, and enhancing TPRM practices. Successful candidate will work closely with business units, risk and control teams, and senior management to uphold the highest standards of risk governance and compliance. This is a role within the Procurement and Third-Party Management (P&TPM) function and is responsible for procuring products and services for Citigroup and manages the risk associated with Citi's use of and reliance upon third party relationships, including outsourced arrangements, across all business lines and locations. P&TPM defines and oversees the implementation of policies and standards that provide controls to assess and manage risk related to Citi's third-party relationships and outsourcing arrangements. The goal of P&TPM is to support Citi's selection and management of third-parties capable of providing products and services in a safe and sound manner and at a reasonable cost and to manage the risk associated with third parties.

Key Responsibilities:

• Drive the root cause analysis of third-party risk issues and collaborate with business and in business risk and control, on implementing effective correction action plans.

• Partner with business leads to evaluate broader implication of third-party risk and provide SME advice and guidance to stakeholders on third -party risk management practices and regulatory expectations.

• Evaluate the effectiveness of the current TPM practices, standards and procedures, identifying opportunities for improvement. Lead initiatives to enhance control frameworks, governance processes and operational efficiency within Singapore TPM function.

• Utilize change management principles to assess organizational readiness and drive implementation of process improvement and transformation initiatives.

• Support the team in responding to requests from Second-line partners, Internal and External audit and Regulators.

• Assist in administration of country-level TPRM committee/forum as per charter and ensure that all discussions, decisions and actions items are accurately documented and communicated.

• Maintaining compliance with country TPM procedures and ensure both Global policies and standards, and Local Regulation requirement are met. This includes overseeing local third-party inventory, and end-to-end life cycle of third-party management (not limited to onboarding assessment, continuous monitoring, termination process).

Qualifications and Skills:

• 8+ years of experience in third-party risk management, operational risk or related field within the Banking or Financial Services sector.

• In-depth knowledge of TPRM frameworks, risk management methodologies, and regulatory requirements.

• Strong ability in analyzing complex risks, identifying root causes and develop practical solutions. Detailed-oriented with a structured and logical approach to problem-solving.

• Excellent interpersonal and communication skills, with proven ability to build strong relationships across functions, and skilled in influencing and collaborating with stakeholders at all levels.

• Solid understanding of governance frameworks and experience in supporting audits and regulatory reviews.

• Ability to thrive in small, high performing team environment. Proactive, self-driven and capable of managing multiple priorities in fast-paced setting.

Education:

• Bachelor’s/University degree or equivalent experience, potentially Masters degree.
