The Technical Program Manager (TPM) – Singapore is a hands-on senior delivery leader within Global Technology Solutions (GTS), accountable for personally driving end-to-end execution across complex, cross functional technology initiatives spanning Supply Chain, Quality, Operations, and GTS.
The role actively owns the full breadth of program and project management disciplines—scope, schedule, cost, quality, risk, and dependency management—operating hands‑on with teams and partners to resolve issues, manage trade‑offs, and sustain delivery momentum.
The role is suited to a senior delivery leader who is equally comfortable owning a single, high‑impact project or leading a large, multi‑workstream program, scaling governance, engagement, and execution depth based on complexity, risk, and business criticality.
Key Responsibilities
1. Program / Project Leadership & Execution (Primary Accountability)
Lead end‑to‑end planning and execution of multi‑year, multi‑workstream technology programs / projects spanning the Resmed supply chain.
Lead delivery of either major standalone initiatives or complex, multi‑workstream programs, adapting governance, cadence, and depth of hands‑on engagement to match regulatory risk, scale, and delivery criticality
Support development of an integrated GTS Supply chain master plan including milestones, dependencies, and critical path.
Drive disciplined management of scope, schedule, cost, risks, and issues with clear escalation paths.
Ensure delivery readiness through structured checkpoints (design readiness, build readiness, cutover readiness).
Lead delivery discussions in governance forums, steerco meetings, and executive reviews, bringing first‑hand insight from active program execution and framing clear options, risks, and trade‑offs for decision
Provide independent challenge and decision support on delivery trade‑offs, sequencing, and investment choices.
Coach and guide other project and program managers in Singapore & Malaysia, embedding delivery standards and expectations.
Act as delivery continuity and escalation lead, representing the Director where required and ensuring momentum, decision quality, and alignment across initiatives during periods of change or absence.
This role is not a PMO or coordination position; success requires direct ownership of plans, risks, dependencies, and delivery outcomes.
3. Integrated Planning & Active Portfolio Orchestration
Actively manage and resolve cross‑program dependencies across Supply Chain, Quality, Operations, and GTS portfolios.
Own resolution of sequencing conflicts and resource bottlenecks, driving agreed mitigations directly into integrated delivery plans.
4. Stakeholder Management & Communication
Build strong, trust‑based relationships with site leadership, Engineering, Ops, Quality, and IT.
Translate complex technical delivery topics into concise, executive‑level communications.
Produce and present steerco packs covering:
Delivery status
Key risks and decisions required
Dependency and capacity impacts
Drive timely decision‑making across global and regional stakeholders.
5. Governance, Tooling & Ways of Working
Embed consistent delivery standards across programs through direct application on active initiatives, not by policy definition alone.
Drive disciplined, hands‑on use of Jira, Confluence, and delivery dashboards to enable transparency, foresight, and predictable outcomes.
Embed scalable governance rhythms aligned to GTS operating model.
Leverage data, automation, and AI‑enabled reporting to improve foresight and execution confidence.
6. Continuous Improvement
Identify systemic delivery risks and improvement opportunities across programs.
Actively contribute to the evolution of GTS planning, governance, and portfolio practices.
Champion lessons learned and continuous improvement across the Supply Chain and QARA delivery community.
Required Skills & Experience
Demonstrated experience delivering large‑scale, complex technology solutions across multiple domains (enterprise applications, cloud, manufacturing systems), with end‑to‑end delivery responsibility from planning through to cutover and stabilization.
Demonstrated aspiration and capability to grow beyond a single‑program remit, taking on broader delivery leadership, coaching responsibility, and enterprise‑level problem solving over time.
Proven track record managing multi‑vendor and systems‑integrator‑led programs, including coordination of internal teams and external partners to tight timelines and quality expectations.
Strong capability in managing high levels of ambiguity and complexity, translating loosely defined strategic intent into executable plans with clear milestones, dependencies, and outcomes.
Exceptional stakeholder engagement and influencing skills, with the ability to operate credibly with senior executives, site leadership, and functional leads.
Demonstrated strength in executive‑level communication, including the ability to:
Articulate complex technical issues in clear, business‑focused language
Frame options, risks, and trade‑offs to support timely decision‑making
Challenge constructively while maintaining trust and alignment
Experience operating in a consulting or professional services environment, including:
Delivery of fixed‑price or outcome‑based engagements
Strong financial and commercial discipline (scope control, change management, margin awareness)
Managing client expectations and contractually bound deliverables
Ability to balance strategic thinking with hands‑on execution, stepping into detail when required while maintaining an enterprise and portfolio‑level view.
High emotional intelligence, resilience, and adaptability when working across cultures, time zones, and seniority levels.
Qualifications
Required
Bachelor’s degree in Technology, Business, or related field.
10+ years’ experience in technical project or program management in complex environments.
Strong experience with Jira, Confluence, and modern delivery toolsets.
Strong working knowledge of Agile, Waterfall, and hybrid delivery models.
Preferred
Experience in supply chain, or multi domain environments.
PMP, SAFe, or equivalent certification.
Experience supporting portfolio‑level planning or governance models.
Exposure to AI‑enabled delivery optimisation approaches.
