The Senior Manager of Global Assembly & Test Central Workforce Development serves as the strategic leader for Workforce Development (WFD) across all Assembly & Test (AT) sites. As part of a central function, this role is responsible for establishing governance, harmonized standards, and best‑practice frameworks that elevate workforce capability, readiness, and learning excellence across the global AT network.

Acting as both a steward and enabler of the Global Workforce Development Standard, the Senior Manager leads a Center‑of‑Excellence (CoE) that partners with site WFD teams, functional leaders, and Global Talent Management to deploy consistent processes, scalable initiatives, and enterprise-wide development programs.

This role ensures that AT’s workforce development processes remain future-ready, globally aligned, data-driven, and tightly integrated with corporate talent strategies - including onboarding, technical training, learning governance, skills frameworks & analytics, and capability-building initiatives.  

Key Responsibilities

1. Lead Global Workforce Development Strategy & Governance

  • Define and drive AT-wide WFD strategy aligned to global business, operations, and talent priorities.
  • Govern adoption of the Global Workforce Development Standard, ensuring consistent processes for training, competency models, training documentation governance, LMS governance, audits, and compliance across all AT sites.  

2. Standardization, Best Practices & CoE Leadership

  • Lead best‑practice sharing, cross-site forums, and communities of practice to uplift WFD maturity, performance consistency, and innovation.
  • Drive standardization for operator, technician, and engineer training frameworks across regions, including certification requirements and documentation control processes.  
  • Partners with sites WFD, SMEs and engineering leads to ensure technical content, SOPs, and process documentation remain accurate, standardized, and audit-ready.

3. Partner with Global Talent Management and other functions on Enterprise Programs

  • Drive and support deployment of global learning initiatives as well as systems or process improvements across AT.
  • Ensure that AT needs are understood and integrated into corporate program design.

4. Workforce Analytics, Metrics & Reporting

  • Establish AT-wide metrics for training effectiveness, competency readiness, and compliance.
  • Provide data-driven insights and recommendations to AT leadership and global stakeholders.

5. Change Leadership & Capability Building

  • Lead organizational change related to new WFD standards, systems, and initiatives—supporting communication, adoption, and sustainability.
  • Build capability across site WFD teams through coaching, training, and leadership of global WFD councils.

Requirements:        

  • Bachelor's degree in HR, Organizational Development, Engineering, Business, or related field or equivalent work experience.
  • 8+ years of experience in Workforce Development, Learning & Development, or similar domains.
  • Proven experience leading global or multi-site functions, with strong governance and standardization skills.
  • Demonstrated success partnering with cross-functional and global stakeholders.
  • Proven ability in workforce development project and program management.

Preferred experience

  • Experience in semiconductor or advanced manufacturing environments.
  • Strong understanding of competency modeling, training frameworks, or learning management systems.
