The Risk Manager is responsible for establishing, implementing, and maintaining the risk management framework for the CMS-licensed entity in Singapore. This role ensures that the company effectively identifies, measures, monitors, and controls all material risks, including market, credit, operational, liquidity, and compliance risks, in accordance with MAS requirements and internal governance standards.

The position reports directly to the Country Head, Singapore with a secondary reporting to Group Risk and works closely with Compliance, Finance, and Operations teams to ensure robust risk governance and oversight.
 
Please note that our Singapore operations are subject to the receipt of the relevant regulatory approvals, and we are currently in the process of obtaining our license from the Monetary Authority of Singapore.

Responsibilities:

    Risk Governance & Framework:

  • Develop, maintain, and enhance the company’s Risk Management Framework (RMF), policies, and procedures in alignment with MAS regulations (e.g., SFA, CMS Licensing Guidelines, MAS Risk Management Guidelines).

  • Define the company’s risk appetite and ensure it is approved by the Board and embedded in daily operations.

  • Oversee implementation of internal controls to manage identified risks across all business lines.

  • Coordinate with internal and external auditors on risk-related matters.

  • Risk Identification & Assessment:

  • Continuously identify emerging risks related to business activities, counterparties, markets, and technology.

  • Conduct periodic risk assessments (e.g., operational risk self-assessments, scenario analysis, stress testing).

  • Evaluate new products, business lines, and outsourcing arrangements for potential risk exposure.

  • Market, Credit, and Liquidity Risk Management:

  • Monitor exposures to counterparties, trading positions, and liquidity profiles.

  • Ensure compliance with MAS liquidity and capital adequacy requirements.

  • Develop and maintain risk metrics (e.g., VaR, limits, liquidity coverage ratios).

  • Escalate breaches of limits and recommend corrective measures.

  • Operational & Technology Risk:

  • Oversee operational risk management processes, including incident reporting, root cause analysis, and corrective actions.

  • Work with IT and cybersecurity teams to monitor technology and data-related risks in line with MAS Technology Risk Management (TRM) Guidelines.

  • Maintain the company’s Business Continuity Plan (BCP) and Crisis Management Framework; conduct periodic testing and reviews.

  • Regulatory & Compliance Interface:

  • Liaise with Compliance dept on risk-related matters, inspections, and reporting obligations.

  • Prepare and submit required regulatory risk reports (e.g., stress testing, capital adequacy, risk dashboards).

  • Ensure that the company’s risk management practices meet MAS expectations under the SFA and related notices.

  • Reporting & Communication:

  • Provide regular risk reports to senior management and the Board Risk Committee, highlighting key exposures and trends.

  • Present independent risk assessments and recommendations to support strategic decision-making.

  • Foster a risk-aware culture through communication and training across departments.

  • People & Culture:

  • Promote a strong risk management culture and high ethical standards across the organization.

  • Conduct periodic training sessions on risk awareness and control processes.

Requirements:

    Minimum Qualifications:

  • Bachelor’s degree, preferably in Finance, Business Operation Management, Risk or a related discipline.

  • Strong understanding of MAS regulatory environment, including MAS operational, data protection, and risk requirements.

  • Demonstrated experience in managing Risk for MAS-regulated financial institutions.

  • At least 3-5 years of experience in financial services operations within MAS-regulated firms, preferably with exposure to products such as Securities, OTC derivatives (such as CFDs), Units in Collective Investment Schemes, and Knockout Options.

  • Experience in retail investments, trading and/or retail financial services.

  • Strong analytical, problem-solving, and stakeholder engagement skills.

  • Excellent written and verbal communication skills in English.

  • Strong leadership and mentoring ability.

  • Capable of handling complex and non-routine compliance challenges.

  • High ethical standards and commitment to integrity and transparency.

  • Resilient under pressure and adaptable in a fast-paced environment.

  • Preferred Qualifications:

  • Experience in banks, fintech, brokerage, asset management, or capital markets.

  • Knowledge of MAS and Common Reporting Standard (CRS) reporting standards and systems.

  • Experience with business continuity planning and outsourcing/vendor oversight from a risk perspective.
