On behalf of one of its clients in the engineering and equipment manufacturing industry, The French Chamber of Commerce in Singapore is recruiting a Project Manager (LTA Infrastructure – Lifts, Escalators & Passenger Conveyors) to lead the execution of lift, escalator, and passenger conveyor projects for Singapore’s Land Transport Authority (LTA) and other major infrastructure clients.

The Project Manager will be responsible for the overall planning, coordination, execution, and successful delivery of projects from contract award through testing, commissioning, reliability demonstration, and final handover. The role requires strong leadership, stakeholder management, technical coordination, commercial awareness, contract management capability, and the ability to manage multidisciplinary teams in a fast-paced infrastructure project environment.

Key Responsibilities

Project Leadership & Stakeholder Management
• Lead all aspects of project execution throughout the project lifecycle, ensuring compliance with contractual, technical, safety, quality, commercial, and regulatory requirements.
• Act as the primary interface between the Company, LTA, Main Contractors, Consultants, Qualified Persons (QPs), subcontractors, suppliers, and other project stakeholders.
• Establish and maintain strong working relationships with clients and project partners to ensure timely resolution of technical, commercial, contractual, and operational issues.
• Coordinate and participate in project meetings with LTA, Main Contractors, Consultants, subcontractors, suppliers, and internal teams, ensuring timely communication, issue resolution, and alignment on project objectives.
• Lead meetings related to the lift, escalator, and passenger conveyor scope of works and ensure follow-up actions are effectively tracked and closed.

Planning & Project Control
• Develop, monitor, and manage project schedules, resources, milestones, and deliverables to ensure projects are completed safely, on time, and within budget.
• Identify project risks, develop mitigation plans, and implement recovery actions where required.
• Monitor project progress, productivity, procurement status, and key project performance indicators.
• Coordinate project reporting, forecasting, progress reviews, and management updates.

Technical Coordination & Site Execution
• Oversee technical coordination between engineering, design, procurement, manufacturing, logistics, installation, testing, and commissioning teams.
• Review project requirements, technical submissions, shop drawings, interface designs, method statements, and construction methodologies to ensure alignment with project specifications and contractual requirements.
• Conduct site reviews and coordinate with project teams to verify site readiness, structural interfaces, installation conditions, construction progress, access requirements, and work sequencing.
• Support the resolution of technical, design, construction, and interface issues arising during project execution.
• Coordinate testing, commissioning, authority inspections, reliability demonstrations, and handover activities.
Commercial & Contract Management
• Monitor project costs, variations, claims, contractual obligations, and project risks to achieve project objectives and target profitability.
• Ensure timely submission and management of project documentation, progress claims, variation orders, extension of time submissions, and contractual correspondence.
• Support commercial negotiations and resolution of contractual matters where required.
• Drive project efficiencies and recovery actions to improve project performance and margins.
Safety & Quality Management
• Promote a strong safety culture and ensure compliance with Workplace Safety and Health (WSH) regulations, LTA requirements, and company safety policies.
• Ensure all works are executed in accordance with approved quality management systems, project specifications, and relevant Singapore standards.
• Ensure compliance with project quality plans, inspection procedures, testing requirements, and documentation requirements.
• Oversee successful testing, commissioning, reliability demonstration, and handover activities to achieve contractual performance requirements.

Team Leadership
• Lead, mentor, and develop project engineers, site supervisors, coordinators, and project teams.
• Manage subcontractors and suppliers to ensure quality, productivity, safety, and compliance with project requirements.
• Foster collaboration, accountability, ownership, and continuous improvement within the project team.


Requirements

• Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, Civil Engineering, Building Services Engineering, or a related engineering discipline.

• Minimum 5 years of project management experience within infrastructure, transportation, rail, building services, construction, vertical transportation, or related engineering industries.

• Experience delivering projects in Singapore, including LTA, MRT, public infrastructure, transportation, or government agency projects, will be highly advantageous.

• Experience in lifts, escalators, passenger conveyors, or major electromechanical systems is preferred. Candidates with direct lift and escalator project experience will be given priority.

• Strong technical understanding of electromechanical system installation, testing, commissioning, and project execution.

• Strong understanding of project planning, contract administration, stakeholder management, risk management, cost control, claims management, and project execution.

• Familiarity with Singapore engineering standards, Workplace Safety and Health (WSH) requirements, quality management systems, and relevant lift and escalator codes will be advantageous.

• Proven ability to coordinate multidisciplinary engineering teams and manage multiple stakeholders in complex project environments.

• Proficiency in Microsoft Project, Excel, Word, and PowerPoint.

• Excellent communication, negotiation, leadership, problem-solving, organizational, and interpersonal skills.

• Ability to work independently and effectively under demanding project schedules.
