Role Summary:
Works independently on end-to-end payroll for our offices in Asia and Australia and demonstrates in-depth knowledge of regional tax & social insurance requirements. Payroll administration includes but are not limited to expatriate’s payroll, bonus payments, pension plan administration, off-cycle payments as well as liaising with various government bodies and statutory boards. Coordinates/processes/validates tax reporting, pension plan contributions and payment of benefits. Acts as a subject matter expert of payroll & tax operations for projects and annual audits.
Primary responsibilities/essential functions:
Outsourced Payroll Services

Runs Workday reports for payroll changes, audits data accuracy and prepares manual inputs from various source data for upload to payroll service provider’s systems

Validates overtime claims for accuracy and highlights discrepancies/issues.

Coordinates internally with HR Shared Services, US payroll and Global Mobility team to ensure updated payments and deductions are timely incorporated in payroll.

Researches and resolves errors identified during the monthly payroll process and bonus payments.

Verifies all data entry and calculations performed by 3rd party payroll service providers is accurate and ensures payroll treatment is in line with our internal policies and guidelines as well as compliant with external regulations

Prepares funding requests to Treasury and ensures funding is accurate and timely.

Validates monthly earnings reports uploaded from 3rd party payroll vendor systems are accurately reflected in Workday and identifies, researches, and resolves discrepancies, if any.

Partners with Finance to ensure payroll and related pay elements are correctly reported for accounting treatment.
Tax Reporting

Collaborates and coordinates with HR, Global Mobility and works directly with Deloitte/Payroll Services Provider and ensures tax filing obligations are met.

Ensures timely execution of payroll and benefits tax reporting across locations.

Maintains / updates records and reconciles tax filing activities across locations.

Reviews/validates associate information and earnings data on prescribed tax forms prepared by 3rd party payroll service provider/Deloitte before sign off for submission to the tax authorities.

Address inquiries from global payroll associates, global mobility group, finance and accounting.
Pension Plan

Ensure pension plan calculations and contributions are line with our internal policies and guidelines as well as in compliant with external regulations.

Coordinates internally with HR and US payroll associates to ensure information on eligibility and participation are accurately incorporated in the payroll.

Ensures accuracy of calculations and that contributions are timely filed with the authorities/pension services providers and the annual cash pension payments are incorporated in the payroll run for eligible associates in applicable locations.

Ensures tax filing obligations for pension contributions are met as mandated.
Project Management

Acts as subject matter expert and represents Payroll & Tax team in projects

Gathers information, performs analysis, recommends and implements updates to payroll & tax processes and procedures.

Analyzes complex issues and compliance risks, including downstream impacts. Escalates to management, as appropriate.

Keeps stakeholders and management abreast of progress and challenges and makes recommendations as appropriate.

Manages the relationship with the external vendors, providing all the necessary insights to facilitate the process implementation.
Additional responsibilities as assigned including but not limited to the following

Coordinates with human resources and 3rd party payroll service provider and ensure timely submission of government paid leave claims.

Contributes to the management of relationships with vendors, auditors and external accountants.

Liaises with various government bodies and statutory boards.

Acts as liaison during audits performed by external agencies and audit firms. Facilitates audits by providing records and reports of payroll transactions, evaluating for appropriateness and reasonableness.

Communicates and responds to associates on questions related to salary, pension plan contribution, tax and/or other payroll related issues.

Ensures proper records and documentation are maintained.

Keep abreast of regulatory changes and ensures payroll, pension and tax reporting are in compliance.

Participates and proposes improvements to streamline workflow and processes for greater efficiency or alignment to business needs –. E.g. payroll, tax, benefits etc
In addition to a highly competitive base salary, per plan guidelines, restrictions and vesting requirements, you also will be eligible for an individual annual performance bonus, plus Capital’s annual profitability bonus plus a retirement plan where Capital contributes 15% of your eligible earnings.
