Job Description:

Role Overview

The Operational Resilience and Business Continuity Manager will be responsible for leading and managing the Operational Resilience and Business Continuity Management program throughout the Asia Pacific region. This role requires close collaboration with various business units, operations, and technology teams to strengthen the bank’s resilience. The manager will empower the organization to prevent, respond to, recover from, and learn from any operational disruption.

In partnership with Technology, business functions, and other support and control teams, the manager will develop a comprehensive understanding of their Business Continuity Management (BCM) requirements. This knowledge will enable the creation, testing, and implementation of robust and suitable plans tailored for each area. The manager is also essential in ensuring compliance with stringent operational resilience requirements established by regulatory bodies, including but not limited to MAS, HKMA, and JPA.

Job Accountabilities

Operational Resilience

  • Remain proactive in addressing regulatory expectations and evolving standards for resilience.

  • Prepare and submit detailed reports on operational resilience, including control effectiveness and testing outcomes, to senior management and key stakeholders.

  • Support both internal and external audits related to operational resilience.

  • Lead the process of identifying and defining Critical Business Services (CBS) in collaboration with cross-functional teams.

  • Assess, review, and establish robust impact tolerances for each CBS, ensuring alignment with business and regulatory requirements.

  • Regularly test and validate impact tolerances to confirm the bank’s recovery capabilities are within established limits.

  • Ensure continuous adherence to the bank’s overarching Operational Resilience Program Standards across all business lines.

  • Coordinate and execute various operational resilience testing exercises, such as scenario testing, stress testing, and crisis simulations.

  • Monitor and report on operational incidents, applying lessons learned for ongoing improvement.

  • Evaluate the impact of new business initiatives on operational resilience.

Business Continuity Management

  • Provide direction, guidance, and independent challenge to TDS Business Units regarding their risk decisions under the BCM framework.

  • Develop, foster, and maintain positive and effective relationships with TDS Business Unit contacts and internal partners who support the bank’s BCM program.

  • Oversee TDS BCM planning and testing activities in accordance with the bank’s BCM Policy, Standards, Guidelines, and Methodology.

  • Conduct quality reviews of BCM Plans, offering observations and recommendations for improvement.

  • Escalate issues internally to TDS business partners to ensure proper management of business risks.

  • Support the execution of TDS Incident Management Protocols within the TDBG Global Crisis/Incident Management Governance Structure.

  • Enhance and manage the Business Continuity Management Framework, Crisis Management, and Incident Response Plans.

  • Participate in incident response activities throughout an event’s lifecycle, including communication, event tracking, and post-incident procedures.

  • Maintain the TDS Recovery Site Activation Protocol to support the incident management process.

  • Assist in managing reporting metrics, such as dashboards, that provide insight into TDS business lines’ operational risk and control environment.

  • Coordinate BCM reviews, fire drills, and incident protocols.

  • Maintain logs of gaps identified during reviews and testing to ensure timely completion of corrective actions.

The ideal candidate will bring:

  • Strong expertise in operational resilience, business continuity, and incident management.

  • Proven experience working with senior stakeholders and cross‑functional teams.

  • A solid understanding of regulatory and risk management expectations within the financial services environment.

  • Excellent communication, governance, and continuous‑improvement capabilities.

  • Ideally have a minimum of 7 years of experience in a similar role.
