Job Description
We are seeking a highly skilled and experienced Lead Software Engineer to lead the development and delivery of high-quality digital applications for our public sector customers. The ideal candidate will have a strong background in full-stack development, hybrid mobile app development, and multi-cloud environments, with proven expertise in project management, team leadership, and customer engagement.
Key Responsibilities:
- Lead and manage the day-to-day operations of the development team, ensuring timely and quality delivery of applications.
- Oversee the development of web, desktop, and hybrid mobile applications to meet business and user requirements.
- Manage project delivery using Scrum methodology—including scope management, planning, reporting, and handling change requests.
- Identify and escalate critical delivery issues to ensure quick resolution and minimal disruption.
- Ensure compliance with the Authority’s policies and directives throughout the development lifecycle.
- Engage with the Authority’s stakeholders to gather requirements, align expectations, and drive successful application delivery.
- Manage cloud-based resources (AWS, Azure) and ensure smooth integration in multi-cloud environments (private and public cloud).
- Conduct and oversee security audits to ensure application integrity and compliance with industry standards.
- Apply Test-Driven Development (TDD) and Behavioral-Driven Development (BDD) methodologies to improve code quality and performance.
- Implement and maintain best practices in agile development and DevOps to enhance team efficiency and delivery speed.
Qualifications
- Mandatory: Singaporean only, CAT 1 security clearance required
- Bachelor’s degree in Computer Science, Computing, Electrical Engineering, IT, or a related field.
- Minimum 12 years of experience in application development, including full-stack development.
- At least 5 years of project management experience using Scrum methodology.
- Proven track record of managing successful delivery and maintenance of IT applications/products for at least 3 years.
- Strong experience in developing web, desktop, and hybrid mobile applications.
- Experience with cloud provisioned resources (e.g., AWS, Azure).
- Strong understanding of multi-cloud environments (private and public cloud).
- Expertise in security audits and ensuring compliance with security standards.
- Experience with TDD, BDD, and testing frameworks.
- Excellent communication skills (verbal and written) with the ability to engage with customers and stakeholders.
- Professional certifications such as PMP, Scrum Master, and Product Owner are required.
- Experience with public sector projects is a plus.
