ROLES & RESPONSIBILITIES

  • Foster a positive safety culture in the workplace, including off-site projects.
  • Advocate for safety awareness and ensure that safety practices are embedded in daily operations.
  • Encourage employee involvement in safety suggestions, safety committees, and hazard reporting.
  • Organize and lead safety meetings to review risks and ensure compliance with safety protocols.
  • Actively intervene in unsafe activities and operations to mitigate hazards and protect workers.
  • Promote a culture of continuous improvement by identifying areas for safety enhancements and implementing best practices.
  • Stay updated on changes in local, national, and international health, safety, and environmental regulations to ensure ongoing compliance.
  • Liaise with regulatory bodies to ensure that the organization meets all legal requirements and avoids potential penalties.
  • Develop, prepare, and maintain safety manuals that comply with safety regulatory standards, ensuring alignment with the company’s HSE policy and objectives.
  • Maintain accurate records of safety activities, training sessions, audits, inspections, and incidents to ensure compliance with legal and regulatory requirements.
  • Prepare regular safety performance reports for management, highlighting key metrics and areas for improvement.
  • Ensure work sites maintain relevant certifications, such as ISO 14001 (Environmental Management), ISO 45001 (Occupational Health and Safety) and bizSAFE Star.
  • Maintain and ensure the correct application of the Safety Management System (SMS) in line with internal, customer, and regulatory requirements.
  • Ensure the proper implementation and regular update of safety management systems.
  • Conduct regular reviews of the HSE Manual to ensure its effectiveness and adherence to company goals.
  • Conduct internal audits and participate in the review of the Safety Management System.
  • Prepare for management review meetings to assess the performance of the Safety Management System (SMS), recommend improvements, and ensure alignment with company goals.
  • Investigate accidents, near misses, and unsafe activities, identifying root causes and recommending corrective actions.
  • Support the investigation and reporting of accidents and incidents at work sites, ensuring timely and accurate documentation.
  • Analyze safety data, such as accident reports, incident frequency rates, and near misses, to identify trends and take proactive measures to reduce risks.
  • Use data to present recommendations for improving safety measures across the organization.
  • Promote environmentally responsible practices, including waste reduction, energy conservation, and resource management, in line with ISO 14001 standards.
  • Support site HSE teams in Business Continuity Planning (BCP) to minimize operational disruptions.
  • Develop and maintain emergency response plans for various scenarios (fire, chemical spill, natural disaster, etc.), ensuring all employees are trained and prepared.
  • Conduct regular drills to evaluate the readiness of staff and the effectiveness of emergency procedures.
  • Ensure that all contractors and subcontractors comply with company safety policies and procedures.
  • Review contractor safety plans and perform safety audits for external workers on-site.
  • Perform regular site inspections for off-site projects, warehouses, and work locations, ensuring compliance with safety standards.

QUALIFICATIONS & SKILLS REQUIREMENTS

  • Registered Workplace Safety and Health Officer (WSHO) with MOM (Mandatory).
  • Registered Fire Safety Manager (FSM) (preferred).
  • Degree or Diploma in Environmental, Health, Safety, or a relevant field.
  • Minimum of 5 years of relevant HSE experience, with knowledge of local statutory requirements and HSE standards, preferably within the aviation industry.
  • Strong knowledge of Singapore’s environmental, occupational safety, and health regulations, including ISO 45001 and ISO 14001.
  • Proficient in MS Office (Word, Excel, PowerPoint, etc.).
