The Head of Technical & Compliance for ASEAN oversees the accreditation and compliance processes for the assigned cluster. Purpose of the role
- To ensure the assigned cluster/country business obtains and maintains accreditation with appropriate Accreditation Bodies, providing the ability and reputational status for the business to trade with its clients globally.
- To support with ensuring the Cluster’s business obtains and maintains accreditation with appropriate Accreditation Bodies (Local and Global) to support clients’ needs.
- To support with ensuring personnel are properly trained or coached to implement the global policies, and all applicable procedures and tools for relevant schemes in the cluster and T&C Team.
- To ensure that the business has, and effectively utilizes, the global management system for assurance business. This includes impartial reporting responsibility to the Global Technical & Compliance Director. Under the governance of the Global Technical & Compliance Director, lead the technical and compliance functions in the assigned cluster.
- To monitor process effectiveness for activities related to compliance and accreditation.
- Under the governance of the Regional Technical & Compliance Director, lead the technical and compliance functions in the assigned cluster.
Key Responsibilities & Accountabilities:
- Manage the Risk Profile across the regional assurance business, consolidating regional risks, while being cognisant of risks within the Assurance Streams that may affect the cluster.
- Support the Stream / Sector Technical & Compliance Director to develop, communicate, disseminate, and ensure effective implementation of the global management system, global policies, procedures, and tools in the region; challenge status quote to ensure BSI values, integrity and competitiveness in the market for managing assurance businesses.
- Build and develop technical and compliance expertise in the region to support the expansion of assurance business.
- Identify training needs and organize training interventions related to technical and compliance issues in the cluster.
- Support the Country Management to define and deploy local accreditation strategy to align with global accreditation strategy and meet local clients’ needs and country business strategies.
- Maintain professional relationships between the assigned cluster and its accreditation bodies and/or scheme owners. Ensure all technical & compliance matters relevant to all assurance activities both accredited and non-accredited are effectively managed in the assigned cluster.
- Ensure collaboration and coordination with the Assurance Streams management, the Global Scheme Managers / Global Product Champions, and the Global Technical & Compliance Team to ensure effective implementation of global policies, processes, procedures, and systems in line with compliance and BSI requirements consistently, and fully optimal to utilize the revenue-generating opportunity.
- Ensure the regular impartiality and risk review for the Assurance businesses in the assigned cluster.
- Establish, implement, and maintain oversight activities and regular reporting to ensure compliance to relevant regulatory, and accreditation requirements and BSI policies and procedures.
- Support Group Technical Audit Manager to establish and implement the yearly internal audit/oversight program for the assigned region.
- Ensure all cluster internal & external audits are captured and managed utilizing Entropy.
- Collate the cluster assurance performance information for contributing to the global assurance management review.
- Establish and maintain appropriate links with external committees and forums where appropriate, coordinated with the businesses’ management team.
- Escalate and report technical & compliance concerns to the Regional Technical & Compliance Director within 24 hours.
- To support the country/cluster in delivering audits as approved by the Regional Technical & Compliance Director and Global Technical & Compliance Director.
- Other responsibilities as specified from time to time.
Key Performance Indicators
- Planning and implementing Cluster T&C activities through the Annual Program to be reviewed monthly.
- Ensure cluster risk register is maintained and updated.
- Implement oversight and share results with interested functions.
- Ensure Impartiality process implementation.
- The Cluster Internal and External Audit program is kept up to date and compliance monitored.
- Maintaining the high profile of the department by effective interaction with other parts of the business.
- Reporting on the resolution of non-conformities and improvement actions and supporting to drive effective closure.
- Ensuring the effectiveness of the Country Technical and Compliance Manager.
- Monitors the timely management of appeals and complaints in the cluster.
- Training and development of staff within sphere of influence.
- Supporting and implementing tangible process improvements to business processes relating to regulatory and business improvements.
- Ensure business continuity plan is maintained in the Cluster.
- Documentation and records accurate, up-to-date and readily available.
