The Bank for International Settlements, BIS is hiring a Head of IT Business Management within our Information Technology and Services team.
This role is based in Basel, however, thanks to our status as an international organization, we can hire globally and welcome applications from candidates of all nationalities and located anywhere in the world. Relocation support is available for the successful candidate and their dependent family members.

Purpose of the job:
As a key member of our ITS Strategy and Governance leadership team, you will play an important role in driving IT governance processes and delivering shared services that support the effective management of Bank-wide IT activities.
In this role, you will help shape the technological foundation that underpins the BIS’s mission to serve central banks and foster global monetary and financial stability. Your work will directly support the Bank’s ability to innovate and adapt in an evolving digital landscape.

Principal accountabilities:
IT Performance Management: Oversees IT performance processes by developing and monitoring KPIs and KRIs, reporting on their status, and collaborating with ITS management to address any gaps.
Budget Oversight: Manages the Bank’s IT budget, ensuring alignment with strategic objectives. Supports IT leadership and ITMG members in budgetary planning and execution, including the preparation and management of IT direct costs.
IT Business Management Platform: Serves as the product owner for the Bank’s IT Business Management platform (SPM tool – ServiceNow), providing tools and support for IT governance, project management, and product management across the Bank.
IT Governance: Manages the IT governance framework and its processes, facilitating decision-making activities to support IT leadership.
Technology Strategy: Assists the Deputy Head of ITS and Head of Strategy & Governance in developing and maintaining the Bank’s technology strategy, while leading critical IT change programmes.
Administrative Support: Oversees administrative functions for IT units and leadership, ensuring efficient operations.
Financial Management and forecasting: Leads ITMG’s financial forecasting, ensuring alignment with budgetary constraints and strategic goals. Develops and maintains a comprehensive three-year IT forecast covering Run the Bank, Change the Bank, and future demands.
Reporting: Oversees IT strategic reporting, including maintenance of the IT Balanced Scorecard dashboard and supporting the implementation of the CSAR project as a strategic reporting platform.
Policy and Forum Management: Governs the Product Management Policy and orchestrates various forums (e.g., IT LMM, ITMG, ITLF, QBRs), representing IT as needed.
IT Workforce Management: Has strong control and oversight on IT HC evolution, strategic workforce planning and related L&D function.
General ITS line management responsibilities:
Team Leadership: Conducts staff performance reviews, motivates team members, plans training and development, and handles HR administration. Manages procurement and contract staff to ensure work aligns with Bank and ITS policies and professional standards.
Compliance: Ensures adherence to relevant Bank policies, controls, and best practices within their area of responsibility.
Strategy Development: Assists the Deputy Head of ITS in the development and implementation of a long-term strategy and roadmap for their functional area in collaboration with IT leadership. Communicates this strategy effectively to the team and ensures stakeholder endorsement. Actively contributes to the overall ITS strategy.
Stakeholder Liaison: Maintains proactive engagement with stakeholders, including BIS customer departments, management, technical staff, external partners, and providers.
Management Support: Actively participates in IT Management Team meetings and supports overall IT operations and staff management.
Qualifications, skills, and experience:
Demonstrated experience in various IT roles, showcasing a strong understanding of IT operations and management.
Proven expertise in preparing and managing corporate IT budgets effectively.
Hands-on experience in organising and contributing to corporate IT governance activities.
Solid knowledge of project and product portfolio management methodologies, industry best practices, and relevant tools.
Exceptional written and verbal communication skills, with a track record of presenting effectively to large audiences and senior stakeholders.
Strong organisational skills with a keen attention to detail.
Industry experience in central banking or investment is preferred.
A university degree in information management/technology, business administration, or a related field; or equivalent work experience. A CA or FP&A qualification is required.
