Purpose of role:

Reporting to the Head of Business Risk Management, you will manage non-financial risk across the Global Corporate and Investment banking business for MUFG APAC, supporting our strategic direction and providing guidance to key stakeholders across the GCIB business to ensure the adoption, embedding and sustainability of the risk and control framework.

The role will require you to design, own and drive initiatives for the identification, management and mitigation of key non-financial business risks, including providing subject matter expertise for conducting and overseeing the design and execution of a regional non-financial risk and controls program which identifies compliance and non-financial risks in the 1st line of defence. 

You will work with a regional team to ensure that non-financial and compliance risks are appropriately monitored, reported, assessed and enhanced, including having oversight and implementation of risk controls to ensure effective conformity with regional and head office policies and regulatory requirements.

You will also have primary responsibility for ensuring that non-financial and compliances risks in Singapore meet the relevant standards required by MAS and all applicable MUFG policies and procedures.

Job Responsibilities:

Strategic    

  • To design and implement a risk and controls framework for the APAC region in 1LOD, ensuring the minimum standards are identified and met across to region.
  • Monitor and respond to emerging and horizon risks that impact GCIB business in APAC and be responsible for assessing the adequacy of risk and controls policies to ensure such risks are appropriately managed.
  • Manage & implement compliance policies, program and framework in GCIB, including leading and supervising other GCIB/AIBD CLOs (SG/HK). 
  • To manage & coordinate GCIB-wide compliance projects and risk assessments, including Global Financial Crime Risk Assessment, Regional Risk Assessment [RCSA] and Self Identified Issues.
  • Act as the SME for risk and compliance policies and controls across 1LOD, including advising and supporting GCIB management to ensure that internal controls and management of regulatory risks are appropriately identified and mitigated. 

Financial

  • Support the delivery and growth of GCIB APAC business and returns by ensuring that gaps and opportunities for enhancement of processes or efficiency gains are identified and actioned.
  • Support business growth into new markets/products/collaborations by ensuring that such activities are properly risk assessed and mitigation actions/plans designed to support safe and sustainable business growth.

Customer

  • Demonstrate a deep understanding of GCIB APAC business clients and drivers.
  • Partner with different business teams across the GCIB APAC region across both 1LOD and 2LOD to become a trusted advisor, able to identify current and emerging risks from our client portfolio and business activities to ensure that our risk/reward objectives are met and delivering optimal risk management outcomes for our clients and our bank.

People

  • Lead a small team of staff located in SG and HK in the execution of the regional strategic activities across APAC, with a focus on SG and HK compliance and non-financial risk matters
  • In time, potential to matrix manage regional staff located across 14 branches in GCIB APAC

Other/ Control

  • Review, track and challenge open issues for GCIB APAC, ensuring that escalations are made to appropriate governance or oversight forums of any risks and issues, control weaknesses, incidents and review activities as applicable.
  • Provide oversight and periodic review of APAC MNPI/Insiders Lists and identify and manage Conflict of Interest scenarios across APAC.
  • Analyse, challenge and disseminate compliance and non-financial risk policies from 2LOD and/or consider impact of related Circulars/Procedures from Head Office.
  • Review/confirm on a timely basis whether the regional procedures including GCBDA and AIBD SOPs are in alignment with such HO, Compliance Procedures and changed/new regulations.
  • Review implementation status of auditors/inspectors/ACO recommendations related to regulatory compliance.
  • Design, lead or coordinate for risk and compliance training as and when required.  

Job Requirements:

  • Degree Qualification.
  • Minimum 10 years of experience in financial services in corporate banking
  • Minimum 10 years of experience in regulatory compliance, risk or audit role specialising in regulatory compliance and reporting, risk management.
  • Experience in Operational Risk
  • Strong audit, regulatory risk and controls or compliance background
  • Strong communication and influencing skills
  • Exceptional knowledge and experience of SG and HK regulations
  • Track record in compliance/regulatory project management & implementation
  • Strong organizational and analytical skills
  • Detailed and solution oriented, ability to multi-task, work independently and make timely, sound/informed decisions
